PART 1260 STATE BOARD POLICY STATEMENT REGARDING RESERVE BED CAPACITY

Section 1260.10  Definitions

 

            "Operational Beds."  Those beds which a hospital staffs and operates on a day-to-day basis.

 

            "Reserve Beds."  Those beds which a hospital is not staffing and operating which are available for use.

 

Section 1260.20  Reserve Bed Capacity

 

a)         The category of reserve beds is established by the State Board in order that hospitals may designate a number of beds which exist within the hospital but are used only for overflow.  These beds constitute a reserve bed capacity which will only be utilized when the patients census levels exceed operational norms.

 

b)         As services can have distinct physical areas within the hospital, the concept of a bed reserve applies to each service.  Reserve beds must be in a patient room inventoried pursuant to 77 Ill. Adm. Code 1110.220. These patient rooms include private rooms having semiprivate capability; patient rooms utilized for non-patient services (i.e. offices, conference areas, etc.) and patient rooms that are not utilized due to low patient census.

 

Section 1260.30  Relationship to Certificate of Need Review of Projects

 

Certificate of need applications involving the establishment, discontinuation or modernization of beds will be reviewed based upon existing inventoried bed capacities.  The designation of reserve beds will have no impact on existing certificate of need review policies as contained in 77 Ill. Adm. Code 1110.

 

Section 1260.40  Relationship to Need Projections

 

a)         All need formulas promulgated by the State Board pursuant to 77 Ill. Adm. Code 1100 and 1110 utilize the existing inventoried bed totals to calculate if sufficient bed capacity exists in an area.  In addition, a second application of the formula will be made utilizing the operational bed totals to calculate if sufficient operational capacity exists in an area.

 

b)         The reserve bed figure when added to the operational bed figure will reflect the calculated capacity currently used for certificate of need purposes.  Beds which hospitals designate as reserve beds will be kept in the inventory of the Illinois Health Care Facilities Plan.

 

Section 1260.50  Reporting of Data

 

a)         Each hospital will be provided with the current calculated bed capacity by service.  For each service, the facility may report the number of beds it designates as reserve or operational beds.  The total of reserve beds and operational beds reported must equal the calculated capacity. Facilities which have reported reserve and operational beds may revise the number of operational and reserved beds at any time by providing written notice to the Chairman or the Executive Secretary of the Illinois Health Facilities Planning Board at the State Board's headquarters located at 535 West Jefferson St., Springfield, Illinois  62761.

 

b)         The Agency will request on the Annual Hospital Questionnaire distributed by the Department of Public Health's Health Information and Evaluation Division that hospitals report the peak census for the year by service and the number of times during the year the facility's census exceeded the operational capacity.
