AUTHORITY: Implementing "the Educational Partnership Act" (Ill. Rev. Stat. 1985, ch. 144, par. 2201 et seq.) and authorized by Section 9.05 of "AN ACT creating a Board of Higher Education, defining its powers and duties and making an appropriation therefor, and repealing an Act herein named" (Ill. Rev. Stat. 1985, ch. 144, par. 189.15).
