Section 366.304  B3 Factor (Economic Benefit)

a)         B3 is a factor that evaluates the potential for economic benefit. Additional points will be awarded for having an annual unemployment percentage above the State average as determined by the Department of Employment Security pursuant to Section 43a.08 of the Civil Administrative Code of Illinois (Code) [20 ILCS 5/43a.08] and 20 CFR 634 (1989) (no subsequent dates or editions). b)         B3 is calculated as (unemployment rate factor) + 1.

            Where the applicant's unemployment rate is above the State average, unemployment rate points will be awarded as follows:

    less than 1% above the State average = 0.0

    1-2.9% above the State average = 0.1

    3.0-5% above the State average = 0.2

    5% above State average = 0.3
