WHEREAS, Kenneth Kiesler is a name familiar to music lovers in the
State of Illinois as the music director of the Illinois Symphony
Orchestra; and
WHEREAS, Kenneth Kiesler was born in New York City and raised in
Nanuet, New York; he received his Bachelor of Music in Music History
and Performance from the University of New Hampshire, and his Master of
Music in Orchestra Conducting from the Peabody Conservatory of Johns
Hopkins University; he received a Fellowship in Orchestra Conducting
and was later a member of the faculty of the Aspen Music School; and
WHEREAS, In addition, Kenneth Kiesler studied at the Academia
Musicale Chigiana in Siena, Italy; he studied at Indiana University,
and at the age of 23 became the youngest conductor of a full
production, Cosi fan Tutte, in the history of the Indiana University
Opera Theatre; his teachers have included John Nelson, Fiora Contino,
Julius Herford, and James Winner; he has participated in courses led by
Erich Leinsdorf and Carlo Maria Giulini; Mr. Kiesler was one of four
American conductors who received a special invitation to work with
Pierre Boulez and his Ensemble InterContemporain during the festivities
celebrating the Centenary of Carnegie Hall; and
WHEREAS, Kenneth Kiesler was the recipient of the 1988 Helen M.
Thompson Award, presented by the American Symphony Orchestra League to
the outstanding American Music Director under the age of 35; and he was
the winner of the silver medal at the 1986 Leopold Stokowski Conducting
Competition at Avery Fisher Hall; and
WHEREAS, He has held the positions of music director of the South
Bend Symphony and the Congress of Strings, and principal conductor of

the St. Cecilia Orchestra of New York; he is the founder and director
of The Conductors Retreat at Medomak; and
WHEREAS, Kenneth Kiesler has conducted the Jerusalem Symphony and

Japan; he has conducted the Puerto Rico Symphony in San Juan; and he
has conducted the Pusan Symphony and a benefit for UNICEF in Korea; he
has appeared with the Chicago Symphony at Orchestra Hall and the
National Symphony at Kennedy Center; he has appeared with the Detroit,
Utah, Grand Rapids, Richmond, New Jersey, Florida, Indianapolis, and
San Diego symphonies; he has appeared with the orchestras of Long
Island, Fresno, Virginia, Albany, Omaha, and Portland; and he has
appeared with the Texas Chamber Orchestra in Houston, the Ohio Chamber
Orchestra in Cleveland, the Omaha Chamber Orchestra, and the summer
festivals of Meadowbrook, Skaneateles, Sewanee, Breckenridge, and
Aspen; and
WHEREAS, Mr. Kiesler has led the Illinois Symphony Orchestra for
twenty years; he has led the Orchestra through many achievements,
including the establishment of the Illinois Chamber Orchestra, the 1987
New York debut of the Orchestra at Lincoln Center, and a 1990
appearance at Carnegie Hall; he founded the Illinois Symphony Chorus;
he oversaw the first local television and national radio broadcasts by
the Orchestra; he launched the indoor pops concerts and Pops Under the
Stars; he began the tradition of "Concert Comments"; and he has also
served as Professor of Conducting and Director of the University
Orchestras at the University of Michigan since the 1995-1996 season;
and
WHEREAS, It is with great sadness that we have learned of the
retirement of Kenneth Kiesler as the conductor of the Illinois Symphony

citizens who have made outstanding contributions to the State of
Illinois; and
WHEREAS, It has come to our attention that Robert W. Fioretti,
after five years as President, has retired as President of the Historic
Pullman Foundation; and
WHEREAS, The Historic Pullman Foundation was formed for the purpose
of acquiring and restoring buildings and sites of architectural or
historic importance in the original town of Pullman and to operate them
as landmark museums and centers of culture and education regarding the
important historical and architectural aspects of the town of Pullman;
and
WHEREAS, During his years as President, Robert W. Fioretti has
developed and enhanced the many educational and tourism programs of the
Foundation; he has expanded fundraising campaigns and established long
term goals and helped membership in over 37 states in the United States
and five foreign countries with a sister society in England; and
WHEREAS, During his years as President, Robert W. Fioretti has
developed educational and tourism programs that have focused national
and international attention on the town of Pullman and the legacy of
George M. Pullman, including his Pullman Car Company and its role in
American industrialization and the rail industry; the innovations in
architecture, town planning, civil engineering, and landscape
architecture as a model planned industrial town; increasing programs
regarding organized labor including the Strike of 1894, and the focus
on A. Philip Randolph and the Brotherhood of Sleeping Car Porters; the

social and cultural history of the factory craftsmen and laborers; and
the impact of the rail industry and its role in opening up the American
west on settlement and development; and
WHEREAS, Robert W. Fioretti developed the Clock Tower campaign that
has led to the formation of a task force to formulate a plan for the
restoration and reuse of the Pullman Clock Tower and Factory complex
which has received national attention by the designation of First Lady
Hillary Rodham Clinton as an official project of the White House
Millennium Council's "Save America's Treasures" initiative; and
WHEREAS, Robert W. Fioretti has retired as the volunteer president
of the Foundation and has left a legacy for the Foundation that
includes a sound fiscal management, increased national and
international attention on this historic site, and developed programs
to enrich the lives of many; and
WHEREAS, Robert W. Fioretti has made many contributions to his
community and the State of Illinois and has earned the respect and
admiration of all; therefore, be it

Morton has announced his retirement as executive director of the
Illinois Association of School Boards, a position he has held since
1989; and
WHEREAS, Mr. Sampson first joined the Association in April of 1988
as assistant executive director for government relations; prior to
joining the Association staff, he was a professor of agriculture at

WHEREAS, Wayne Sampson was born on September 23, 1941; he graduated
from Dwight Township High School; he received his Bachelor's Degree in
Agriculture and his Master's Degree in Education from the University of
Illinois; and

of a daughter Sally Anne, husband Andrew, and a son Brian Wayne, wife
Gina; they are the proud grandparents of Shannon, Haley, and Nathan;

WHEREAS, Mr. Sampson is affiliated with several organizations,
including the American Farm Bureau Federation, the American Vocational
Association, the Illinois Agricultural Association, the Illinois

Teachers Association; and

Offered by Representative Scully:
WHEREAS, Safe, reliable, and efficient telephone service is a
necessity, Illinois telephone customers rely upon such service to
conduct their professional and personal business, and, as a result,
Illinois telephone customers need adequate notice and a period of time
to verify and resolve any outstanding "past due bills" before they can
be disconnected by the local exchange carrier; and
WHEREAS, Recently a telephone service provider was publicly accused
of threatening to discontinue telephone service to a consumer based
upon a "past due bill" from many years prior for which the provider did
not maintain records of the past due bill; and
WHEREAS, Public utilities have certain monopolies in the State of
Illinois, and unreasonable debt collection practices undermine the
public confidence of the system for providing public utilities; it is
therefore critical to the State of Illinois that these providers not
discontinue service for a past due bill unless the provider maintains
records to support such an allegation; and
WHEREAS, The Public Utilities Act and the Illinois Commerce
Commission regulations do not define the term "past due bill", the
Illinois Commerce Commission regulations do not require Ameritech and
other local exchange carriers to maintain their customer records beyond
2 years, and, in addition, Illinois Commerce Commission regulations do
not prohibit Ameritech and local exchange carriers from collecting
"past due bills" when the companies no longer maintain records of the
outstanding bills; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST

GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Illinois
Commerce Commission to initiate a rulemaking proceeding to revise its
Part 735 regulations pertaining to a local exchange carrier's credit,
billing, deposits, and termination of service procedures; and be it
further
RESOLVED, That we urge the Illinois Commerce Commission to include
a definition for the term "past due bill" and state the following:
The term "past due bill" means any amount owed to the local
exchange carrier, but is limited to amounts for which the local
exchange carrier currently maintains records of the amounts owed
and, upon written request of the customer, is capable of producing
such record, at least 15 days prior to termination of service; and
be it further
RESOLVED, That a suitable copy of this resolution be presented to
each of the members of the Illinois Commerce Commission.
HOUSE JOINT RESOLUTION 65
Offered by Representative Monique Davis:
WHEREAS, Governor George Ryan called for an end to the United
States embargo against Cuba after ambassadors and opponents of the
Communist government told him that trade sanctions were blocking
democratic change on the island; critics of the sanctions have said
that President Fidel Castro uses the embargo as a scapegoat to deflect
blame for Cuba's economic ills; and
WHEREAS, In 1992, Congress extended the United States embargo to
include food and medicine; Cuban health care is in jeopardy because
life-saving medicines are denied to Cuban families; and
WHEREAS, If commerce and travel were allowed to flourish more
freely between the United States and Cuba, a more democratic exchange
of ideas would follow; and
WHEREAS, Our government has lifted economic sanctions in the cases
of China and Vietnam; and major commerce is now alive and well between
our country and these two countries; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING
HEREIN, that we encourage the President of the United States and the
United States Congress to lift the trade embargo with Cuba; and be it
further
RESOLVED, That suitable copies of this resolution be forwarded to
President William Jefferson Clinton, the President pro tem of the
United States Senate, the Minority Leader of the United States Senate,
the Speaker of the United States House of Representatives, the Minority
Leader of the House of Representatives, and each member of the Illinois
congressional delegation.
