    The House met pursuant to adjournment.
    Representative Hannig in the Chair.
    Prayer by LeeArthur Crawford, Assistant Pastor from  the  Victory
Temple Church in Springfield, Illinois.
    Representative  Shirley  Jones  led  the  House  in the Pledge of
Allegiance.
    By direction of the Speaker, a roll call was taken  to  ascertain
the attendance of Members, as follows:
    105 present.  (ROLL CALL 1-2ss)

    By   unanimous  consent,  Representatives  Coulson,  Feigenholtz,
Franks, Mathias, Jerry Mitchell, Ronen,  Schoenberg,  and  Wait  were
excused from attendance.


                               RECESS

    At  the  hour  of  2:16 o'clock p.m., Representative Hannig moved
that the House do now take a recess until the call of the Chair.
    The motion prevailed.
    At the hour of 5:13 o'clock p.m., the House resumed its session.
    Representative Currie in the Chair.


    At the hour of 5:14 o'clock, Representative Lang moved  that  the
House  do  now  adjourn  until  Tuesday,  December 21, 1999, at 11:00
o'clock a.m.
    The motion prevailed.
    And the Second Special Session stood adjourned.
