WHEREAS, The members of the Illinois House of Representatives
wish to extend their sincere sympathies to the family and friends of
Ralph Martin, who recently passed away; and
WHEREAS, Ralph Martin was born in Buffalo, New York, on March 3,
1930; he met his wife at a YWCA/YMCA Convention and they soon moved
to Des Plaines; and
WHEREAS, Ralph Martin went to work for his father-in-law at
William L. Kunkel & Co., and soon became president of the company;
through his hard work a new division was added that sold homes and
commercial property; and
WHEREAS, Ralph Martin served as Des Plaines alderman from 1963 to

1967; he was past president of the Illinois and Northwest Suburban
Board of Realtors; he was a member of the National Association of
Realtors' board of directors; he was a charter member of the Des
Plaines Economic Development Commission; he headed the Des Plaines
Historical Society; he also worked with the Chamber of Commerce, the
Lions Club, and the Lattoff YMCA; and
WHEREAS, Ralph Martin is survived by his wife, Frances; his son
and his daughter-in-law, Stewart and Maris; his son, Glen; his
daughter and son-in-law, Suzanne and Robert Mahnke; his daughter,
Elizabeth; his brother and sister-in-law, William and Marcia Martin;
his sister-in-law, Julie; his grandchildren, Miles, Taryn, Brystel,
and Emily; therefore, be it

individuals who have made outstanding contributions to the well-being

announced his retirement as Vice President of Illinois State
University; and
WHEREAS, He received his bachelor's degree and his master's
degree in business administration at Illinois State University; he
held various accounting/fiscal positions in the Business Office, was
Acting Director of Financial Aid during 1973, and taught an
Introductory Accounting course for four semesters; and
WHEREAS, He was University Comptroller in 1986, Associate Vice
President and Comptroller in 1992, Vice President for Business and
Finance in 1995, and Vice President of the University in 1998; and
WHEREAS, He has been supported throughout his public and private
career by his wife Alyce, his daughter Gayle, and his son Jeff; and
WHEREAS, He has earned the respect and admiration of all;

Offered by Representative Ryder:
WHEREAS, The members of this body are honored to recognize
significant milestones in the lives of the people of this State; and
WHEREAS, It has come to our attention that Mrs. Martha Jean
"Jill" Wieland of Jerseyville has been chosen Illinois Mother of the
Year for 1999; and
WHEREAS, She was born in Taylorville, the daughter of Benjamin
and Martha Melin Boyd; she attended a small rural elementary school
and graduated from Taylorville Township High School; and
WHEREAS, She left home to attend Blackburn Junior College where
she served as secretary to the president until receiving an Associate
Bachelor of Arts degree; she then went to the University of Illinois
at Champaign, serving as student secretary in the Department of
Physiology, after which she received a civil service appointment to
work as secretary in the office of the Associate Dean in the College
of Engineering; and
WHEREAS, In 1940, she married William K. Wieland of Dow, a
graduate of the University of Illinois; in 1942, they moved to the
Wieland Family Farm, where he farmed until 1963 when he returned to
teaching school; at the time of his death in 1982, he was serving as
an elementary school principal; and
WHEREAS, Jill Wieland is the loving mother of Daniel Benjamin
Wieland and Martha Wieland Arnold; she is the proud grandmother of
two grandchildren; in 1962, the Wielands became foster parents for
the Children's Home and Aid Society of Illinois (CHASI); over the
years she has been interim mother for over 100 children; and
WHEREAS, Mrs. Wieland is affiliated with the First Presbyterian
Church, the CHASI Southwest Regional Board, the CHASI Jersey County
Auxiliary, the Presbyterian Women's Association, Dr. Silas Hamilton
Chapter of the National Society Daughters of the American Revolution,
the Jersey County Historical Society, the Jerseyville Chapter of
Church Women United, the Daughters of 1812, and the Swedish Council
of St. Louis; and
WHEREAS, Mrs. Wieland will be honored at a ceremony to be held at
the First United Presbyterian Church in Jerseyville; therefore, be it

HOUSE RESOLUTION 178
Offered by Representative Granberg:
WHEREAS, The Illinois Coalition Against Domestic Violence (ICADV)

celebrated its 20th anniversary in October of 1998; and
WHEREAS, In 1978, 12 Illinois domestic violence programs made the
decision to share ideas and strategies and to form a united voice
with regard to legislative issues, and to aid in funding attempts;
today that program, the ICADV, has grown into 49 member programs;
Vickie Smith serves as the Executive Director; and
WHEREAS, The ICADV advocates for public policy and legislative
efforts that provide both safety for victims of domestic abuse and
accountability for their abusers; the ICADV led in supporting the
passage of the Illinois Domestic Violence Act and anti-stalking
legislation; and
WHEREAS, The ICADV provides public education with a library of
books, articles, videos, and other materials covering domestic
violence and related items of interest to the public; the ICADV
provides materials in English, Spanish, Polish, and Korean to anyone
needing more information about domestic abuse and violence; and
WHEREAS, The ICADV provides training on the Illinois Domestic
Violence Act and other relevant issues, to law enforcement officials,
judiciary officials, medical personnel, social workers, counselors,
and other professionals associated with the assistance of victims of
domestic violence, or those that deal with the abusers; and
WHEREAS, The ICADV's purpose is threefold: to fund programs to
respond to victims, to train professionals who work with victims, and
to increase public awareness regarding domestic violence; it is
through the hard work of the Illinois Coalition Against Domestic
Violence that lives are changed for the better; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate the
Illinois Coalition Against Domestic Violence on their celebration of
20 years of service to the people of the State of Illinois; we
commend them for their dedication to education and assistance in the
field of domestic violence; and be it further
RESOLVED, That a suitable copy of this resolution be presented to
the Illinois Coalition Against Domestic Violence.
HOUSE RESOLUTION 179
Offered by Representative Stephens:
WHEREAS, The highest award the National Council of the Boy Scouts
of America can bestow upon a Scout is that of Eagle Scout; and
WHEREAS, Layne Anderson of Boy Scout Troop 71, in Edwardsville,
will receive the Eagle Scout Award at a Court of Honor to be held on
April 6, 1999, at the First Christian Church in Edwardsville; and
WHEREAS, In order to qualify as an Eagle Scout, a young man must
demonstrate outstanding qualities of leadership, a willingness to be
of help to others, and superior skills in camping, lifesaving, and
first aid; and
WHEREAS, In earning this high rank, Layne Anderson joins an elite
and honorable fraternity of achievers that counts among its members
an extraordinary number of this nation's great leaders in business,
government, education, and other sectors of society; and
WHEREAS, The achievement of the rank of Eagle Scout reflects
favorably upon the recipient, his justly proud family, his
Scoutmaster, and his fellow scouts; therefore, be it

WHEREAS, Western Illinois University received its initial charter
in April of 1899 through legislation supported strongly by
Representative L. Y. Sherman and passed by the General Assembly; and
WHEREAS, Western Illinois University has been a critical link in
the growth and development of Illinois and has made important
contributions to the entire State for the past 100 years; and
WHEREAS, The university has evolved from a two-year teacher's
college with a local enrollment to a comprehensive university with an
enrollment of more then 12,000 students representing every region of
Illinois and some 30 states and 50 nations, offering programs in
Macomb, the Quad-Cities, and throughout the nation via a satellite
education network; and
WHEREAS, Over the years, the university has provided thousands of
students with the knowledge and skills necessary to become part of
the nation's workforce; and
WHEREAS, The university continues to provide premier educational
opportunities to its undergraduate and graduate students in a host of
academic disciplines and to uphold high standards for its students;
and
WHEREAS, Western Illinois University will this year observe its
Centennial Celebration, beginning with a Centennial Convocation on
April 24th, 1999; therefore, be it

Western Illinois University for a century of service to the people of

Offered by Representative Durkin:
WHEREAS, The members of this Body are happy to recognize
organizations that have made outstanding contributions to the
well-being of the citizens of this State; and
WHEREAS, This year, The Art of Transition will be held on
Saturday, April 24, 1999, at The Lodge in Oak Brook with comedian and
talk-show host Aaron Freeman as the celebrity auctioneer; and
WHEREAS, This year, Sarah's Inn is delighted to collaborate with
The Oak Park Art League which will coordinate the silent auction art
show; and
WHEREAS, The mission of Sarah's Inn is to help women and children
in their time of crisis and help them onto the path towards
self-sufficiency and to simultaneously address the systematic issues
within our society which perpetuate violence against women; and
WHEREAS, Last year the event raised $90,000 for the support of
domestic violence services for women and children; and
WHEREAS, The event is an important part of fundraising

activities; the hope is that the countless successful transitions
made by survivors of domestic violence can be celebrated as they
create new lives free from abuse; therefore, be it

of Sarah's Inn and recognize the good works and movement in the

WHEREAS, The members of this Body take great pride in recognizing
and commending individuals who have made significant contributions to
the public welfare through a lifetime of endeavors; and
WHEREAS, It has come to our attention that Lieutenant Robert
Fridrych is retiring from the LaGrange Park Police Department after
having served thirty-one years; and
WHEREAS, Lieutenant Fridrych assumed the risks and hazards of
police work as he dutifully fulfilled the requirements of his
position; and
WHEREAS, While upholding the moral and physical obligations of
his profession, Lieutenant Fridrych set an example for other officers
to follow; and
WHEREAS, Lieutenant Fridrych will be honored at a retirement
party at D's Little Italy Restaurant in LaGrange Park on Friday,
April 16, 1999; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we commend Lieutenant

Offered by Representative Howard:
WHEREAS, The members of the Illinois House of Representatives
wish to congratulate Edward Gardner, founder of the Black on Black
Love Campaign, for his efforts to stop violence; and
WHEREAS, After the shooting of a female employee of Soft Sheen
Products, Inc., company co-chairman and founder Edward Gardner
founded Black on Black Love; he reasoned that it was necessary to
replace Black on Black Crime with Black on Black Love; and
WHEREAS, As a result of Mr. Gardner's efforts, Black on Black
Love received sponsorship from the American Health & Beauty Aids
Institute (AHBAI), and began starting chapters in other cities; and
WHEREAS, Edward Gardner will be honored at the 1st Annual Golden
Pyramid Awards and Scholarship Presentation, to be held April 10,
1999, at the New Regal Theatre in Chicago, Illinois; he will be
honored as a man who has done so much for so many; and
WHEREAS, Other programs have come out of the Black on Black Love
Campaign, including: My Sister's Keeper, helping female ex-offenders
after their incarceration; Chicago's No Crime Day; monthly programs
in the Cook County Jail; and the Cultural Arts Center in public
housing; all of the programs are designed to teach love, respect, and
self-discipline to the Black community; and
WHEREAS, Mr. Gardner is married to Bettiann Gardner; he and his

wife are proud to be supporters of The New Regal Theater Foundation,
which promotes African-American theater in Chicago; he has received
many awards and honors for his dedication to his business and his
community; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate and
commend Mr. Edward Gardner for his hard work and dedication; through
his work with Soft Sheen Products, Inc. he went on to form the Black
on Black Love Campaign; because of the Campaign, lives have been
changed for the better in cities across the United States; through
this man's love for others, good has come out of his effort to
formulate change; and be it further
RESOLVED, That a suitable copy of this resolution be presented to
Mr. Edward Gardner, along with our sincere regards.
