WHEREAS, The Mater Dei High School Girls Varsity Volleyball Team,
the Lady Knights, won the IHSA State Class A Girls Volleyball
Championship held in the Redbird Arena in Normal, Illinois on November
10, 2001; and
WHEREAS, The Lady Knights met the challenge by defeating the Lady
Redskins of Huntley High School in the quarterfinals by scores of 15-5
and 17-15; they then went on to defeat the Augusta Southeastern Suns in
the semifinals by scores of 15-12 and 15-6; finally, they defeated the
Quincy Notre Dame Lady Raiders in the finals by scores of 15-8 and
15-7, giving Mater Dei High School its fifth state volleyball title;
and
WHEREAS, The team members are Abbey Quitmeyer, Sarah Winkeler,
Christa Eversgerd, Katy Vaninger, Katrina Niemeyer, Meredith Bruegge,
Erica Haukap, Katie Grapperhaus, Vanesa Huelsmann, Rachael Hegger, Jen
Spihlman, Kelly Niemeyer, Tricia Winter, Ellen Bruegge, and Sarah Beer;

HOUSE RESOLUTION 582

WHEREAS, The members of the Illinois House of Representatives wish
to express their sincere condolences to the family and friends of
Thomas Henry Robben, who passed away on November 14, 2001; and
WHEREAS, Thomas Henry Robben was born on December 11, 1931 in
Germantown, Illinois to Herman and Clara Robben; he married Betty
Seiffert on September 2, 1957 at St. Mary's Church in Carlyle; and

WHEREAS, Mr. Robben was a United States Army veteran serving from
1949 to 1953 in Panama; and
WHEREAS, Mr. Robben retired in 1994 as supervisor of base supply at
Scott Air Force Base; and
WHEREAS, Mr. Robben was a member of St. Mary's Church in Carlyle,
where he was a member of the Parish Council and extraordinary minister;
he also served on the Case-Halstead Library Board and the Mater Dei
High School Board; he was a past grand knight of the Knights of
Columbus, past treasurer of the Carlyle Lake Men's Golf league, a
member of American Legion Post 404 and a Little League baseball coach;
and
WHEREAS, The passing of Thomas Henry Robben will be deeply felt by
all who knew and loved him, especially his wife, Betty Robben; his
sons, Dan Robben and his wife Karen, Rich Robben and his wife Sue, and
Tom Robben Jr. and his wife Connie; his daughters, Julie Isaak and her
husband Doug and Ginny Biebel and her husband Tom; his brothers, Herman
Robben and his wife Vanetta, Harold Robben and his wife Carolyn, Jim
Robben and his wife Marlene, and Leonard Robben and his wife Jeanette;
his sisters, Vivian Hedtkamp and her husband Norbert and Betty
Schoendienst and her husband Frank; and his 14 grandchildren;

HOUSE RESOLUTION 583
Offered by Representative Simpson:
WHEREAS, The members of the Illinois House of Representatives wish
to recognize notable achievements of citizens of the State of Illinois;
and
WHEREAS, It has come to our attention that Douglas E. Weber is
resigning from his position as President and CEO of the United Way of
Lake County in Green Oaks, Illinois; and
WHEREAS, For more than sixteen years, Mr. Weber has served as
President and CEO for local United Way organizations; since May 1995,
he has served as President and CEO for United Way of the Lake County in
Green Oaks, Illinois, successfully raising over $11.2 million in annual
contributions; in addition, he was instrumental in the development of a
new endowment program called the "Forever Fund" over the past two
years, which has accumulated over $3.8 million in assets and expected
gifts; and
WHEREAS, Prior to coming to Illinois, Mr. Weber served as President
and CEO for the United Way of Metrowest in Framingham, Massachusetts
and as President and CEO for the United Way of Chemung & Steuben
Counties in upstate New York, where he led the merger of four local
United Way organizations; he also served as a professional with the Boy

to express their sincere condolences to the family and friends of
Patricia A. Jones, who passed away on December 2, 2001; she was the
beloved wife of Illinois Senate Democratic Leader Emil Jones, Jr.; and
WHEREAS, Patricia A. Sterling Jones was born in New Orleans on
August 9, 1938, the third of 11 children of Leon and Lucille Sterling;
she was educated in the Catholic school system in New Orleans, where
she became a teacher; and
WHEREAS, Patricia Sterling and Emil Jones, Jr. met during a chance
encounter at a Chicago restaurant and were married on December 14,
1974; Mrs. Jones served as a partner in her husband's public life as
well as in his private life, helping him build coalitions in
communities and advising him on key decisions; and
WHEREAS, Mrs. Jones attended Loyola University in Chicago and
graduated from Chicago State University; and
WHEREAS, Mrs. Jones was employed at the City of Chicago Department
of Human Services as a coordinator for the Title 20 program, which
included preschool and Head Start programs; she also taught in the
preschool program at the YMCA in Chicago; and
WHEREAS, Mrs. Jones served as the school board president at Holy
Name of Mary Catholic School in Morgan Park; she was active in her
church, Holy Name of Mary Catholic Church in Morgan Park, where she was
a former member of the Ladies Guild and an active member of the
Pastoral Ministers of Care; in addition, she was a member of the AKA
Sorority and a board member of the Beverly Arts Center; and
WHEREAS, The passing of Patricia A. Jones will be deeply felt by
all who knew and loved her, especially her husband of nearly 26 years,
Illinois Senate Democratic Leader Emil Jones, Jr.; her sons, Jon

retired after eight years of dedicated service as a member of the Board
of Education of Orland School District 135; and

Alpha during his college days at Chicago State University; and
WHEREAS, Mr. Gallagher, who served as Board president from 1996
through 1999, was a member of the Board during a period of great
progress for District 135; and
WHEREAS, During Mr. Gallagher's tenure, District 135 voters
approved a referendum that allowed the district to build Meadow Ridge
and Century Junior High Schools and refurbish Orland Junior High
School; relations between Orland Park officials and District 135
improved dramatically and District 135 entered into an
intergovernmental agreement with the Village of Orland Park; and
District 135 approved a student achievement plan and took numerous
other actions to improve the quality of education; and
WHEREAS, Mr. Gallagher, who has accepted the position of

who retired from her legislative duties on December 31, 2001; and
WHEREAS, A former PTO mom, local businesswoman, and community
leader, Representative Moore served for nine years in the Illinois
House representing the 61st Representative District; during her tenure
in the General Assembly, she has combined hands-on experience in local
government and community service with a strong record of achievement;
and
WHEREAS, First elected to the Illinois House in 1992,
Representative Moore was promptly named "Outstanding Freshman
Legislator" by the Illinois Hospital Association and "Champion of Local
Government" by the Suburban Mayors Action Coalition; she was reelected
by district voters in 1994, 1996, 1998, and 2000 and has served her
constituents and the State of Illinois well as Spokesman of the House
Revenue Committee, Vice Spokesman of the Environment and Energy
Committee, and Co-Chair of the Conference of Women Legislators; and
WHEREAS, Representative Moore has always made improving families'
safety and quality of life her top priority; during her tenure she
authored and passed new laws enabling parents to access vital health
coverage for their children, and ensure their safety in daycare; she
also successfully adopted additional protections for domestic violence
victims seeking assistance; and
WHEREAS, A strong advocate of better, not bigger government,
Representative Moore has passed legislation providing more senior
access to needed property tax relief through a State property tax
deferral program; she has also fought to create jobs and to support the
business community, earning a "100% rating" from the Illinois Chamber
of Commerce; she earned the "Kit Pfau Voting Rights Award" from the
Independent Voters of Illinois for her work advocating democratic
reforms; and
WHEREAS, Prior to her distinguished service in the Illinois General
Assembly, Andrea Moore served for many years in the public and private
sectors in Lake County; she began her career in public service in
Libertyville in 1975 as village clerk, followed by two terms as a
village trustee; from 1984 to 1992, she was a member of the Lake County
Board, serving two years as vice chair and also serving as President of
the Lake County Forest Preserve; and
WHEREAS, Representative Moore has taken her commitment to
protecting the environment and preserving our natural areas to the
General Assembly, creating the landmark "Open Space Preservation
Program", dedicating $160 million over four years to protecting,
preserving, and enhancing our natural lands; for her work supporting
statewide conservation efforts, Representative Moore was awarded the
Illinois Environmental Council's Commendation, the Illinois Association

Persico, who is retiring from his legislative duties on January 9,
2002; and
WHEREAS, Born on December 9, 1948 in Oak Park, Illinois,
Representative Persico received his bachelor's degree from the
University of Illinois in 1971 and his master's degree from Northern
Illinois University in 1986; and
WHEREAS, Representative Persico has served the residents of the
39th Representative District in the Illinois General Assembly since
1991; his legislative assignments included: Committees on Aging;
Committee of the Whole; Environment and Energy; Financial Institutions;
Electric Utility Deregulation (Co-Chairperson); Labor; and
Telecommunications Rewrite; and
WHEREAS, Representative Persico was instrumental in developing and
passing a rewrite of the Telecommunications Article, which greatly
improved telecommunication service standards for every citizen of the
State of Illinois; due to his efforts, the new law provides strong
consumer protections by setting clear, strict service quality
standards, opens up the telecommunications market to competition which
will lead to choice, lower prices, and higher quality service, and
enhances "slamming, cramming, and jamming" protection; and
WHEREAS, Representative Persico was instrumental in the passage of
the Illinois Electric Service Customer Choice and Rate Relief Law of
1997, which restructured the State's electric utility industry to offer
customers choices about who supplies their electric power, competitive
prices for that power, and new services; due to his efforts, all
non-residential customers have the option to choose their electric
supplier and residential customers will soon have a similar option; and
WHEREAS, Representative Persico has been an active member of
numerous civic and community organizations, including service on the
Board of Directors of the Milton Township Committee of Youth, as a
board member of Glen Ellyn Family Services, as a Trustee for Milton
Township, and as a member of the Kiwanis Club and the Glenbard West
Booster Club; in addition, he served as a member of the Ad Hoc
Committee, Family Services and the Wheaton Affordable Housing
Committee, and was active in Glen Ellyn Boys Baseball and the PTA
Board at Hadley Junior High School; and
WHEREAS, Representative Persico has been supported in his
legislative and community service by his wife Donna and son Derek; and

Shawnee Community College finished fourth in the nation in the NJCAA
Division II Women's National Softball Tournament; and
WHEREAS, The Lady Saints accomplished this challenge by first
capturing the Region 24 Softball Title with a championship victory over
Lewis and Clark College by the score of 11-3; they then went on to the
National Junior College Athletic Association interstate playoffs in
which they defeated River Forest in a double header series by the
scores of 4-2 and 5-0; with a record of 39-24, the Lady Saints moved on
to their second consecutive appearance at the National Junior College
Athletic Association in Phoenix, Arizona; and
WHEREAS, The Lady Saints defeated Macomb College in the first game
of the NJCAA Division II Women's National Softball Tournament by the
score of 5-0; they suffered a set back in their loss to Kankakee by the
score of 13-1 but regrouped in a win over Mississippi Gulf Coast by the
score of 6-5; the Lady Saints were later defeated by Phoenix College by
the score of 5-0 and thereby, ended their outstanding season with a
record of 49 wins and 29 losses; and
WHEREAS, The members of the Lady Saints are Becca Grisham, Kelley
Miller, Monique Thompson, Toni Johnson, Kara Forthman, Michelle
Lunsford, Sara Waters, Miranda Miller, Abbey Bormann, Erin Cunningham,
Elizabeth Smith, Amanda Jones, Crystal Barz, Kirsten Stringer, Krissy

WHEREAS, There are over 48,000 adults and juveniles incarcerated in
36 correctional facilities run by the State of Illinois; and
WHEREAS, Despite problems of overcrowding and understaffing, these
prisons have an excellent record of maintaining the public safety; and
WHEREAS, In other states where private prisons have made
encroachments, correctional security has often been significantly
compromised, resulting in more serious injuries to staff and inmates,
as well as a growing number of inmate escapes; and

WHEREAS, One of the primary causes of such unsafe conditions in
private prisons is the poor training, high turnover, and low
compensation of their employees; and
WHEREAS, The Illinois General Assembly has recognized that "issues
of liability, accountability, and cost warrant a prohibition of the
ownership, operation, or management of correctional facilities by
for-profit contractors" by its enactment of a moratorium against
private prisons; and
WHEREAS, In spite of that moratorium, attempts are still being made
to privatize operations of the State's correctional facilities through
incremental measures; and
WHEREAS, The Department of Corrections currently contracts out
medical services at its facilities, which has led to difficulty in
recruiting and retaining health care professionals and hardships for
employees, including bounced pay checks from fly-by-night contractors;
and
WHEREAS, Governor Ryan has proposed the privatization of a number
of important functions that impact prison security at all Illinois
Department of Corrections prisons, including dietary and commissary
functions; and
WHEREAS, The privatization of such functions would be detrimental
to the efficient and secure function of these facilities and is
therefore contrary to the intent of the Private Correctional Facility
Moratorium Act; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the State of Illinois
affirms its commitment to a secure, safe, and effective State prison
system by forestalling efforts to incrementally privatize operations of
the Department of Corrections; and be it further
RESOLVED, That the House of Representatives opposes Governor Ryan's
proposal to privatize the dietary and commissary functions at the
Illinois Department of Corrections prisons; and be it further
RESOLVED, That the Department of Corrections shall, prior to the
privatization of the dietary and commissary functions at a State of
Illinois correctional facility, seek bids for any services that are
normally performed by employees of the Department of Corrections; and
be it further
RESOLVED, That a suitable copy of this resolution be delivered to
the Director of Corrections.
