SYNOPSIS AS INTRODUCED:

 

Makes appropriations for the ordinary and contingent expenses of the Illinois Community College Board for the fiscal year beginning July 1, 2017, as follows:

General Funds                    $236,178,600

Other State Funds                $ 83,825,000

Federal Funds                    $ 43,000,000

Total                            $363,003,600

    AN ACT concerning appropriations.

 

        Be it enacted by the People of the State of Illinois, represented in the General Assembly:

 

ARTICLE 1

 

    Section 5.  The following named amounts, or so much thereof as may be necessary, respectively, for the objects and purposes hereinafter named, are appropriated from the General Revenue Fund to the Illinois Community College Board for ordinary and contingent expenses:

  For Personal Services.......................... 1,175,000

  For State Contributions to Social

   Security, for Medicare........................... 16,300

  For Contractual Services......................... 325,000

  For Travel........................................ 50,000

  For Commodities.................................... 5,000

  For Printing....................................... 5,000

  For Equipment...................................... 5,000

  For Electronic Data Processing................... 365,300

  For Telecommunications............................ 30,900

  For Operation of Automotive Equipment.............. 5,000

    Total                                        $1,982,500

 

    Section 10.  The sum of $980,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to Illinois Community College Board for costs associated with administering high school equivalency tests.

 

    Section 15.  The sum of $2,800,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Community College Board for grants to the alternative schools network and other providers for educational purposes or bridge programs.

 

    Section 20.  The sum of $150,000 or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Community College Board for support of the P-20 Council.

 

    Section 25.  The amount of $500,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Community College Board for Career and Technical Education Licensed Practical Nurse and Registered Nurse Preparation.

 

    Section 30.  The sum of $60,200, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Community College Board for awarding scholarships to qualifying graduates of the Lincoln's Challenge Program.

 

    Section 35.  The sum of $11,697,900, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Community College Board for the City Colleges of Chicago for educational-related expenses.

 

    Section 40.  The following named amounts, or so much thereof as may be necessary, respectively, are appropriated from the General Revenue Fund to the Illinois Community College Board for distribution to qualifying public community colleges for the purposes specified:

  Small College Grants............................. 550,000

  Retirees Health Insurance Grants....................... 0

  Workforce Development Grants........................... 0

  Performance Funding Grants.................... 14,099,500

    Total                                       $14,649,500

 

    Section 45.  The sum of $344,200, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Community College Board for costs associated with the development, support or administration of the Illinois Longitudinal Data System.

 

    Section 50.  The sum of $1,457,900, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Community College Board for grants to operate an educational facility in the former community college district #541 in East St. Louis.

 

    Section 55.  The following named amounts, or so much thereof as may be necessary, are appropriated to the Illinois Community College Board for all costs associated with career and technical education activities:

  From the General Revenue Fund................. 17,569,400

  From the Career and Technical Education Fund.. 18,500,000

    Total                                       $36,069,400

 

    Section 60.  The following named amounts, or so much of those amounts as may be necessary, for the objects and purposes named, are appropriated to the Illinois Community College Board for adult education and literacy activities:

From the General Revenue Fund:

  For payment of costs associated

   with education and educational-related

   services to local eligible providers

   for adult education and

   literacy..................................... 21,572,400

  For payment of costs associated

   with education and educational-related

   services to local eligible providers

   for performance-based awards................. 10,701,600

  For operational expenses of and

   for payment of costs associated with

   education and educational-related

   services to recipients of Public

   Assistance, and, if any funds remain,

   for costs associated with

   education and educational-related

   services to local eligible providers

   for adult education and literacy...................... 0

From the ICCB Adult Education Fund:

  For payment of costs associated with

   education and educational-related

   services to local eligible providers

   and to Support Leadership Activities,

   as Defined by U.S.D.O.E.

   for adult education and literacy

   as provided by the United States

   Department of Education...................... 23,250,000

    Section 65.  The following amounts, or so much thereof as may be necessary, respectively, are appropriated to the Illinois Community College Board for distribution to qualifying public community colleges for the purposes specified:

From the Personal Property Tax Replacement Fund:

  Base Operating Grants......................... 70,000,000

From the Education Assistance Fund:

  Base Operating Grants......................... 88,923,100

  Equalization Grants........................... 62,789,900

    Total                                      $221,713,000

 

    Section 70.  The sum of $300,000, or so much thereof as may be necessary, is appropriated from ICCB Instructional Development and Enhancement Applications Revolving Fund to the Illinois Community College Board for costs associated with maintaining and updating instructional technology.

 

    Section 75.  The sum of $500,000, or so much thereof as may be necessary, is appropriated from the High School Equivalency Testing Fund to the Illinois Community College Board for costs associated with administering high school equivalency tests.

 

    Section 80.  The sum of $12,500,000, or so much thereof as may be necessary, is appropriated from the Illinois Community College Board Contracts and Grants Fund to the Illinois Community College Board to be expended under the terms and conditions associated with the moneys being received, including prior year expenditures.

 

    Section 85.  The sum of $525,000, or so much thereof as may be necessary, is appropriated from the ICCB Federal Trust Fund to the Illinois Community College Board for ordinary and contingency expenses of the Board.

 

    Section 90.  The sum of $1,250,000, or so much thereof as may be necessary, is appropriated from the ICCB Adult Education Fund to the Illinois Community College Board for operational expenses associated with administration of adult education and literacy activities.

 

Section 99.  Effective date. This Act takes effect July 1, 2017, if and only if Senate Bill 2063 of the 100th General Assembly (the Unbalanced Budget Response Act), as introduced in the Illinois Senate, becomes law.
