AMENDMENT TO HOUSE BILL 826

2    AMENDMENT NO. ______. Amend House Bill 826 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by changing Section
514-1.09a and by adding Sections 10-20.60 and 34-18.53 as
6follows:
 
7    (105 ILCS 5/10-20.60 new)
8    Sec. 10-20.60. School social worker. A school board may
9employ school social workers who have graduated with a master's
10or higher degree in social work from an accredited graduate
11school of social work and have such additional qualifications
12as may be required by the State Board of Education and who hold
13a Professional Educator License with a school support personnel
14endorsement for school social work pursuant to Section 21B-25
15of this Code. Only persons so licensed and endorsed may use the
16title "school social worker". A school social worker may

1provide individual and group services to the general student
2population and to students with disabilities pursuant to
3Article 14 of this Code and rules set forth in 23 Ill. Adm.
4Code 226, Special Education, adopted by the State Board of
5Education and may provide support and consultation to
6administrators, teachers, and other school personnel
7consistent with their professional qualifications and the
8provisions of this Code and other applicable laws. School
9districts may employ a sufficient number of school social
10workers to address the needs of their students and schools and
11may maintain the nationally recommended student-to-school
12social worker ratio of 250 to 1. A school social worker may not
13provide such services outside his or her employment to any
14student in the district or districts that employ the school
15social worker.

18Worker" means a social worker who has graduated with a master's

2and endorsed certified may use the title "school social
3worker". A social worker and may offer school social work
4services as provided in this Code and other applicable laws and
5as which are limited to those services set forth in 23 Ill.
6Adm. Code 226, Special Education, pertaining to children
7between the ages of 3 to 21, promulgated by the State Board of
8Education, governing the provision of special education and
9related services to children with disabilities and
10requirements for the treatment of children with disabilities
11between the ages of 3 and 21. School social workers may make
12evaluations, recommendations or interventions regarding the
13placement of children in educational programs or special
14education classes. However, a school social worker shall not
15provide such services outside his or her employment to any
16student in the district or districts which employ such school
17social worker.
