SYNOPSIS AS INTRODUCED:
 
5 ILCS 420/3B-5
5 ILCS 420/3B-15 new

    Amends the Illinois Governmental Ethics Act. Provides that, upon notification by the Department of Revenue's Debt Collection Bureau that any member of a board is delinquent in any debt owed to the State, the board shall withhold that delinquent amount from the member's compensation and shall remit the delinquent amount to the Department. Expands the definition of "board" to include boards where members are appointed by the Governor, subject to Senate confirmation, and who receive a salary (currently, only such boards where members are paid per meeting). Effective immediately.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Governmental Ethics Act is amended
5by changing Section 3B-5 and by adding Section 3B-15 as
6follows:
 
7    (5 ILCS 420/3B-5)
8    Sec. 3B-5. Definition. As used in this Article:
9    "Board" includes a board, commission, authority, task
10force, or other similar body to which one or more members are
11appointed by the Governor with the advice and consent of the
12Senate, but does not include any subcommittee thereof, and
13where the member receives any form of compensation on a per
14meeting or salaried basis; this does not include reimbursement
15for actual travel or other expenses necessarily incurred in
16discharging the duties of the office.

5    Section 99. Effective date. This Act takes effect upon
6becoming law.
