2 | | WHEREAS, The Illinois House of Representatives would like

3 | | to encourage the United States Congress to pass House |
4 | | Resolution 38, which
would require states to allow gun owners |
5 | | to carry their firearms
without a permit unless his or her |
6 | | state of residence requires
one; and
|
7 | | WHEREAS, Illinois was the 50th and final state to adopt
|
8 | | concealed carry legislation in 2013, and as of 2017, there are
|
9 | | over 15 million concealed handgun permits in the United States; |
10 | | and
|
11 | | WHEREAS, Eleven states do not require residents to possess
|
12 | | a permit to carry a firearm: Montana, Alaska, Idaho,
Arizona, |
13 | | Kansas, Mississippi, Maine, Vermont, West Virginia,
Arkansas, |
14 | | and Wyoming; and
|
15 | | WHEREAS, Florida, Pennsylvania, and Texas each have over |
16 | | one
million residents with concealed carry permits, and it is
|
17 | | believed that concealed carry permits stop hundreds of crimes
|
18 | | each year; and
|
19 | | WHEREAS, In 2016, Chicago had 762 murders and 3,550
|
20 | | shooting incidents that included 4,331 shooting victims; it is
|
21 | | apparent in looking at Chicago (which has some of the strictest
|
