2 | | WHEREAS, The tragedy that occurred on October 1, 2017 in |
3 | | Las Vegas, Nevada, where 58 people were killed and more than |
4 | | 500 were injured by a lone gunman who had equipped his firearms |
5 | | with bump stocks, brought the use of bump stocks into the |
6 | | national spotlight; and

7 | | WHEREAS, In 2010, the Bureau of Alcohol, Tobacco, Firearms |
8 | | and Explosives determined that a bump stock is not regulated as |
9 | | a firearm under Federal law, namely the Gun Control Act or the |
10 | | National Firearms Act; and
|
11 | | WHEREAS, A bump stock is designed to allow a semi-automatic |
12 | | rifle to function like a fully-automatic rifle; therefore, be |
13 | | it

14 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
15 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
16 | | believe devices designed to allow semi-automatic rifles to |
17 | | function like fully-automatic rifles should be regulated, |
18 | | consistent with fully-automatic rifles under the National |
19 | | Firearms Act; and be it further

20 | | RESOLVED, That we urge the Bureau of Alcohol, Tobacco, |
21 | | Firearms and Explosives to regulate devices designed to allow |
