AMENDMENT TO SENATE BILL 888

2    AMENDMENT NO. ______. Amend Senate Bill 888, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Public Community College Act is amended by
6adding Section 3-80 as follows:
 
7    (110 ILCS 805/3-80 new)
8    Sec. 3-80. Baccalaureate degree in nursing program.
9    (a) A board of trustees may establish and offer a
10baccalaureate-level nursing education program, commonly
11referred to as a baccalaureate completion program (RN to BSN),
12and confer a bachelor of science degree in nursing if all of
13the following conditions are met:
14        (1) The board meets all of the requirements as set
15    forth in subsection (b) of this Section and has been
16    approved by the State Board to offer a bachelor of science

1    degree in nursing.
2        (2) After the program has been approved by the State
3    Board, the Board of Higher Education shall consider the
4    program for approval in a manner consistent with new
5    bachelor's degree programs at public and private
6    universities in this State.
7        (3) The board has been approved by the Division of
8    Professional Regulation of the Department of Financial and
9    Professional Regulation, as provided under the Nurse
10    Practice Act, to offer a bachelor of science degree in
11    nursing.
12        (4) The board has identified and documented, in
13    writing, unmet workforce needs in the subject area of the
14    baccalaureate degree to be offered. The board shall publish
15    on its website and make publicly available the
16    documentation and shall present the documentation to the
17    State Board.
18        (5) The community college shall hold a national
19    professional nursing accreditation or have applied for the
20    accreditation from the Commission on Collegiate Nursing
21    Education, the Accreditation Commission for Education in
22    Nursing, or the Commission for Nursing Education
23    Accreditation.
24        (6) The community college district shall offer and
25    maintain an associate degree in nursing.
26        (7) With respect to a community college district to

1    which Article VII of this Act applies, the board must
2    demonstrate, in writing, how the district will enhance
3    future opportunities for minority and bilingual
4    populations by focusing outreach efforts and giving
5    preference to those students in order to meet workforce
6    needs.
7    (b) The board shall demonstrate that the district has the
8expertise, resources, and student interest to offer a quality
9bachelor of science degree in nursing. An application for
10approval from the State Board shall include, but is not limited
11to, all of the following:
12        (1) The board shall describe the labor market need as
13    specified in paragraph (4) of subsection (a) of this
14    Section.
15        (2) The board shall describe the program's purpose, its
16    target population, related occupations, and career paths.
17        (3) The board shall demonstrate the college has
18    developed quality curricula that aligns with federal,
19    State, and local requirements and will prepare graduates
20    with the appropriate level of skill to meet their
21    educational goals.
22        (4) The board shall verify the college has the fiscal
23    resources in place or has budgeted for financial support
24    for the program in a cost-effective manner.
25        (5) The board shall identify and document the faculty
26    available for teaching the program, including the number of

1    full-time faculty anticipated to teach in the program, a
2    description of their qualifications (including highest
3    degree earned), teaching experience, professional
4    experience, and licenses held. The board must also indicate
5    how faculty are to be evaluated.
6    (c) Community college districts shall be prohibited from
7using semester credit hours generated in baccalaureate degree
8programs for grants received pursuant to Section 2-16.02 of
9this Act.
10    (d) The State Board shall conduct a statewide evaluation of
11all nursing programs established under this Section. The
12results of the evaluation shall be reported, in writing, on or
13before July 1, 2023 to all of the following:
14        (1) The Board of Higher Education.
15        (2) The Speaker of the House of Representatives.
16        (3) The Minority Leader of the House of
17    Representatives.
18        (4) The President of the Senate.
19        (5) The Minority Leader of the Senate.
20        (6) The Governor's Office of Management and Budget.
21    The evaluation shall include, but is not limited to, all of
22the following:
23        (i) The number of new programs established under this
24    Section, including information identifying applicants,
25    admissions, enrollments, demographic characteristics of
26    students, and degree recipients.

1        (ii) The extent to which the programs established under
2    this Section fulfill identified workforce needs.
3        (iii) Information on the pace of employment of students
4    and the subsequent job placement of graduates.
5        (iv) Which districts applied for a bachelor's degree in
6    nursing program but were denied and why were they denied.
7        (v) The cost of each bachelor's degree in nursing
8    program and the funding sources that were used to finance
9    these programs.
10        (vi) Time-to-degree rates and completion rates for
11    each new program established under this Section.
12        (vii) The extent to which the programs established
13    under this Section are in compliance with the requirements
14    of this Section.
15    Boards of trustees shall submit the information necessary
16to conduct the evaluation required under this subsection (d),
17as determined by the evaluators, to the State Board.".
