AMENDMENT TO SENATE BILL 1947

2    AMENDMENT NO. ______. Amend Senate Bill 1947 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by changing Section
521B-35 as follows:
 
6    (105 ILCS 5/21B-35)
7    Sec. 21B-35. Minimum requirements for educators trained in
8other states or countries.
9    (a) All applicants who have not been entitled by an
10Illinois-approved educator preparation program at an Illinois
11institution of higher education applying for a Professional
12Educator License endorsed in a teaching field or school support
13personnel area must meet all of the following requirements:
14        (1) Provide evidence of completing a comparable
15    state-approved educator preparation program, as defined by
16    the State Superintendent of Education, or hold Hold a

1    comparable and valid educator license or certificate with
2    similar grade level and subject matter credentials from
3    another state. The State Board of Education shall have the
4    authority to determine what constitutes similar grade
5    level and subject matter credentials from another state. A
6    comparable educator license or certificate is one that
7    demonstrates that the license or certificate holder meets
8    similar requirements as candidates entitled by an
9    Illinois-approved educator preparation program in teaching
10    or school support personnel areas concerning coursework
11    aligned to standards concerning methods of instruction of
12    the exceptional child, methods of reading and reading in
13    the content area, and instructional strategies for English
14    learners. An applicant who holds a comparable and valid
15    educator license or certificate from another state must
16    submit verification to the State Board of Education that
17    the applicant has completed coursework concerning methods
18    of instruction of the exceptional child, methods of reading
19    and reading in the content area, and instructional
20    strategies for English learners.
21        (2) Have a degree from a regionally accredited
22    institution of higher education and the degreed major or a
23    constructed major must directly correspond to the license
24    or endorsement sought.

1        (5) (Blank).
2        (6) Have successfully met all Illinois examination
3    requirements. Applicants who have successfully completed a
4    test of basic skills, as defined by rules, at the time of
5    initial licensure in another state shall not be required to
6    complete a test of basic skills. Applicants who have
7    successfully completed a test of content, as defined by
8    rules, at the time of initial licensure in another state
9    shall not be required to complete a test of content.
10    Applicants for a teaching endorsement who have
11    successfully completed an evidence-based assessment of
12    teacher effectiveness, as defined by rules, at the time of
13    initial licensure in another state shall not be required to
14    complete an evidence-based assessment of teacher
15    effectiveness.
16        (7) For applicants for a teaching endorsement, have
17    completed student teaching or an equivalent experience or,
18    for applicants for a school service personnel endorsement,
19    have completed an internship or an equivalent experience.
20    If one or more of the criteria in this subsection (a) are
21not met, then applicants who have not been entitled by an
22Illinois-approved educator preparation program at an Illinois
23institution of higher education who hold a valid, comparable
24certificate from another state may qualify for a provisional
25educator endorsement on an Educator License with Stipulations,
26in accordance with Section 21B-20 of this Code.

1    (b) In order to receive a Professional Educator License
2endorsed in a teaching field, applicants trained in another
3country must meet all of the following requirements:
4        (1) Have completed a comparable education program in
5    another country.
6        (2) Have had transcripts evaluated by an evaluation
7    service approved by the State Superintendent of Education.
8        (3) Hold a degreed major that must directly correspond
9    to the license or endorsement sought.
10        (4) (Blank).
11        (5) (Blank).
12        (6) (Blank).
13        (7) Have successfully met all State licensure
14    examination requirements. Applicants who have successfully
15    completed a test of basic skills, as defined by rules, at
16    the time of initial licensure in another country shall not
17    be required to complete a test of basic skills. Applicants
18    who have successfully completed a test of content, as
19    defined by rules, at the time of initial licensure in
20    another country shall not be required to complete a test of
21    content. Applicants for a teaching endorsement who have
22    successfully completed an evidence-based assessment of
23    teacher effectiveness, as defined by rules, at the time of
24    initial licensure in another country shall not be required
25    to complete an evidence-based assessment of teacher
26    effectiveness.

1        (8) Have completed student teaching or an equivalent
2    experience.
3    (b-5) All applicants who have not been entitled by an
4Illinois-approved educator preparation program at an Illinois
5institution of higher education and applicants trained in
6another country applying for a Professional Educator License
7endorsed for principal or superintendent must meet all of the
8following requirements:
9        (1) Have completed an educator preparation program
10    approved by another state or comparable educator program in
11    another country leading to the receipt of a license or
12    certificate for the Illinois endorsement sought.
13        (2) Have successfully met all State licensure
14    examination requirements, as required by Section 21B-30 of
15    this Code. Applicants who have successfully completed a
16    test of basic skills, as defined by rules, at the time of
17    initial licensure in another state or country shall not be
18    required to complete a test of basic skills. Applicants who
19    have successfully completed a test of content, as defined
20    by rules, at the time of initial licensure in another state
21    or country shall not be required to complete a test of
22    content.
23        (3) (Blank).
24    A provisional educator endorsement to serve as a
25superintendent or principal may be affixed to an Educator
26License with Stipulations in accordance with Section 21B-20 of

1this Code.
2    (b-10) All applicants who have not been entitled by an
3Illinois-approved educator preparation program at an Illinois
4institution of higher education applying for a Professional
5Educator License endorsed for chief school business official
6must meet all of the following requirements:
7        (1) Have completed a master's degree in school business
8    management, finance, or accounting.
9        (2) Have successfully completed an internship in
10    school business management or have 2 years of experience as
11    a school business administrator.
12        (3) Have successfully met all State examination
13    requirements, as required by Section 21B-30 of this Code.
14    Applicants who have successfully completed a test of
15    content, as identified by rules, at the time of initial
16    licensure in another state or country shall not be required
17    to complete a test of content.
18        (4) Have successfully completed modules in reading
19    methods, special education, and English Learners.
20    A provisional educator endorsement to serve as a chief
21school business official may be affixed to an Educator License
22with Stipulations.
23    (c) The State Board of Education, in consultation with the
24State Educator Preparation and Licensure Board, may adopt such
25rules as may be necessary to implement this Section.
