1 | AN ACT concerning education.
| ||||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||||
3 | represented in the General Assembly:
| ||||||||||||||||||||||||||
4 | Section 1. Legislative intent. The General Assembly | ||||||||||||||||||||||||||
5 | understands there is a current teacher shortage throughout this | ||||||||||||||||||||||||||
6 | State and the United States, especially a shortage of bilingual | ||||||||||||||||||||||||||
7 | and secondary language teachers. The General Assembly also | ||||||||||||||||||||||||||
8 | understands that higher education is becoming more and more | ||||||||||||||||||||||||||
9 | expensive each year. In response, the General Assembly has | ||||||||||||||||||||||||||
10 | taken action to ensure that Illinois schools have access to | ||||||||||||||||||||||||||
11 | quality educators at both the elementary and secondary level. | ||||||||||||||||||||||||||
12 | The General Assembly believes it is appropriate to offer | ||||||||||||||||||||||||||
13 | assistance to quality high school graduates so they can receive | ||||||||||||||||||||||||||
14 | a college degree while in the midst of helping school-aged | ||||||||||||||||||||||||||
15 | children learn the basics of a foreign language. | ||||||||||||||||||||||||||
16 | Section 5. The School Code is amended by adding Section | ||||||||||||||||||||||||||
17 | 2-3.173 and by changing Section 21B-20 as follows: | ||||||||||||||||||||||||||
18 | (105 ILCS 5/2-3.173 new) | ||||||||||||||||||||||||||
19 | Sec. 2-3.173. Growing Future Educators Program. | ||||||||||||||||||||||||||
20 | (a) In this Section: | ||||||||||||||||||||||||||
21 | "English learner" means a child included in the definition | ||||||||||||||||||||||||||
22 | of "English learners" under Section 14C-2 of this Code. |

| |||||||
1 | "Program" means the Growing Future Educators Program | ||||||
2 | established under this Section. | ||||||
3 | "Qualified high school graduate" means any high school | ||||||
4 | graduate who at any one time during grades pre-kindergarten | ||||||
5 | through 12 was identified as an English learner and who is | ||||||
6 | enrolled in an approved educator preparation program at a | ||||||
7 | public, regionally accredited institution of higher education | ||||||
8 | in this State. A "qualified high school graduate" shall have | ||||||
9 | graduated within the previous 2 years from the school district | ||||||
10 | where he or she plans to participate in the Program. | ||||||
11 | "Secondary language educator" means an educator who | ||||||
12 | teaches a high school course in a language other than English. | ||||||
13 | "State Board" means the State Board of Education. | ||||||
14 | (b) The State Board shall establish and maintain the | ||||||
15 | Growing Future Educators Program to train qualified high school | ||||||
16 | graduates to become secondary language educators beginning | ||||||
17 | with the 2019-2020 school year. | ||||||
18 | (c) Each school district that chooses to participate in the | ||||||
19 | Program shall partner with one public, regionally accredited | ||||||
20 | institution of higher education in this State that offers a | ||||||
21 | pre-approved educator preparation program. Each qualified high | ||||||
22 | school graduate participating in the Program through the school | ||||||
23 | district must be enrolled at that regionally accredited | ||||||
24 | institution of higher education in its educator preparation | ||||||
25 | program. To be eligible for the Program, the qualified high | ||||||
26 | school graduate must be enrolled in higher education courses on |

| |||||||
1 | at least a part-time basis each semester while participating in | ||||||
2 | the Program. | ||||||
3 | (d) For each semester that a qualified high school graduate | ||||||
4 | is participating in the Program, the State Board shall issue | ||||||
5 | the qualified high school graduate a paraprofessional educator | ||||||
6 | endorsement on an Educator License with Stipulations, | ||||||
7 | regardless of how many semester hours of credit that qualified | ||||||
8 | high school graduate has completed. If a qualified high school | ||||||
9 | graduate fails to enroll in enough credit hours to qualify for | ||||||
10 | at least part-time status in any given semester, the qualified | ||||||
11 | high school graduate may not be issued the paraprofessional | ||||||
12 | educator endorsement for that semester but may participate in | ||||||
13 | the Program in subsequent semesters in which the qualified high | ||||||
14 | school graduate is enrolled in enough credit hours to qualify | ||||||
15 | for at least part-time status. A qualified high school graduate | ||||||
16 | shall no longer qualify for the Program if at any time the | ||||||
17 | participating school district determines that the qualified | ||||||
18 | high school graduate is no longer making substantial progress | ||||||
19 | towards a degree in an approved educator preparation program. | ||||||
20 | (e) Throughout each semester of participation in the | ||||||
21 | Program, the qualified high school graduate must be employed as | ||||||
22 | a part-time employee by the participating school district as a | ||||||
23 | paraprofessional working under the supervision of a school | ||||||
24 | district employee with a Professional Educator License. The | ||||||
25 | qualified high school graduate shall work under the supervision | ||||||
26 | of a school district employee with a Professional Educator |

| |||||||
1 | License with an endorsement in any subject. Duties of the | ||||||
2 | qualified high school graduate may include, but are not limited | ||||||
3 | to, (i) working in cooperation with his or her supervisor under | ||||||
4 | this subsection (e) to create classroom curriculum and lesson | ||||||
5 | plans and (ii) working with and mentoring English learners on a | ||||||
6 | one-on-one basis. | ||||||
7 | Each participating school district may use appropriate | ||||||
8 | State, federal, or local revenue to employ the qualified high | ||||||
9 | school graduate. | ||||||
10 | (f) At the end of each school year of the Program, each | ||||||
11 | participating school district shall submit data to the State | ||||||
12 | Board detailing all of the following: | ||||||
13 | (1) The number of qualified high school graduates | ||||||
14 | enrolled in the Program. | ||||||
15 | (2) The cost of the Program. | ||||||
16 | (3) In which subjects each qualified high school | ||||||
17 | graduate has been working under the supervision of a school | ||||||
18 | district employee with a Professional Educator License. | ||||||
19 | (4) The current status of each qualified high school | ||||||
20 | graduate in his or her educator preparation program. | ||||||
21 | (5) Any other pertinent information requested by the | ||||||
22 | State Board. | ||||||
23 | The school district may not submit any personal information | ||||||
24 | of the qualified high school graduate except where he or she | ||||||
25 | currently is in his or her educator preparation program. | ||||||
26 | (g) Prior to the 2023-2024 school year, the State Board |

1 | shall submit a report to the General Assembly detailing the | ||||||
2 | first 4 years of the Program, including, but not limited to, | ||||||
3 | all of the following information: | ||||||
4 | (1) The participating school districts. | ||||||
5 | (2) The number of qualified high school graduates | ||||||
6 | participating in the Program. | ||||||
7 | (3) The total cost per school district of the Program. | ||||||
8 | (4) In which subjects each qualified high school | ||||||
9 | graduate has been working under the supervision of a school | ||||||
10 | district employee with a Professional Educator License. | ||||||
11 | (5) The current status of each qualified high school | ||||||
12 | graduate in his or her educator preparation program, | ||||||
13 | including the number of qualified high school graduates who | ||||||
14 | have completed their educator preparation program and the | ||||||
15 | current employment status of those individuals. | ||||||
16 | (6) Any other pertinent information as determined by | ||||||
17 | the State Board. | ||||||
18 | The State Board may not submit any personal information of | ||||||
19 | a qualified high school graduate except where he or she | ||||||
20 | currently is in his or her educator preparation program. | ||||||
21 | (h) The State Board shall establish and adopt any rules | ||||||
22 | necessary to implement this Section. | ||||||
23 | (i) Nothing in this Section shall be construed to require a | ||||||
24 | school district to participate in the Program. | ||||||

| |||||||
1 | Sec. 21B-20. Types of licenses. Before July 1, 2013, the | ||||||
2 | State Board of Education shall implement a system of educator | ||||||
3 | licensure, whereby individuals employed in school districts | ||||||
4 | who are required to be licensed must have one of the following | ||||||
5 | licenses: (i) a professional educator license; (ii) a | ||||||
6 | professional educator license with stipulations; or (iii) a | ||||||
7 | substitute teaching license. References in law regarding | ||||||
8 | individuals certified or certificated or required to be | ||||||
9 | certified or certificated under Article 21 of this Code shall | ||||||
10 | also include individuals licensed or required to be licensed | ||||||
11 | under this Article. The first year of all licenses ends on June | ||||||
12 | 30 following one full year of the license being issued. | ||||||
13 | The State Board of Education, in consultation with the | ||||||
14 | State Educator Preparation and Licensure Board, may adopt such | ||||||
15 | rules as may be necessary to govern the requirements for | ||||||
16 | licenses and endorsements under this Section. | ||||||
17 | (1) Professional Educator License. Persons who (i) | ||||||
18 | have successfully completed an approved educator | ||||||
19 | preparation program and are recommended for licensure by | ||||||
20 | the Illinois institution offering the educator preparation | ||||||
21 | program, (ii) have successfully completed the required | ||||||
22 | testing under Section 21B-30 of this Code, (iii) have | ||||||
23 | successfully completed coursework on the psychology of, | ||||||
24 | the identification of, and the methods of instruction for | ||||||
25 | the exceptional child, including without limitation | ||||||
26 | children with learning disabilities, (iv) have |

| |||||||
1 | successfully completed coursework in methods of reading | ||||||
2 | and reading in the content area, and (v) have met all other | ||||||
3 | criteria established by rule of the State Board of | ||||||
4 | Education shall be issued a Professional Educator License. | ||||||
5 | All Professional Educator Licenses are valid until June 30 | ||||||
6 | immediately following 5 years of the license being issued. | ||||||
7 | The Professional Educator License shall be endorsed with | ||||||
8 | specific areas and grade levels in which the individual is | ||||||
9 | eligible to practice. | ||||||
10 | Individuals can receive subsequent endorsements on the | ||||||
11 | Professional Educator License. Subsequent endorsements | ||||||
12 | shall require a minimum of 24 semester hours of coursework | ||||||
13 | in the endorsement area, unless otherwise specified by | ||||||
14 | rule, and passage of the applicable content area test. | ||||||
15 | (2) Educator License with Stipulations. An Educator | ||||||
16 | License with Stipulations shall be issued an endorsement | ||||||
17 | that limits the license holder to one particular position | ||||||
18 | or does not require completion of an approved educator | ||||||
19 | program or both. | ||||||
20 | An individual with an Educator License with | ||||||
21 | Stipulations must not be employed by a school district or | ||||||
22 | any other entity to replace any presently employed teacher | ||||||
23 | who otherwise would not be replaced for any reason. | ||||||
24 | An Educator License with Stipulations may be issued | ||||||
25 | with the following endorsements: | ||||||
26 | (A) Provisional educator. A provisional educator |
| |||||||
| |||||||
1 | endorsement in a specific content area or areas on an | ||||||
2 | Educator License with Stipulations may be issued to an | ||||||
3 | applicant who holds an educator license from another | ||||||
4 | state, U.S. territory, or foreign country and who, at | ||||||
5 | the time of applying for an Illinois license, does not | ||||||
6 | meet the minimum requirements under Section 21B-35 of | ||||||
7 | this Code, but does, at a minimum, meet the following | ||||||
8 | requirements: | ||||||
9 | (i) Holds the equivalent of a minimum of a | ||||||
10 | bachelor's degree, unless a master's degree is | ||||||
11 | required for the endorsement, from a regionally | ||||||
12 | accredited college or university or, for | ||||||
13 | individuals educated in a country other than the | ||||||
14 | United States, the equivalent of a minimum of a | ||||||
15 | bachelor's degree issued in the United States, | ||||||
16 | unless a master's degree is required for the | ||||||
17 | endorsement. | ||||||
18 | (ii) Has passed or passes a test of basic | ||||||
19 | skills and content area test prior to or within one | ||||||
20 | year after issuance of the provisional educator | ||||||
21 | endorsement on the Educator License with | ||||||
22 | Stipulations. If an individual who holds an | ||||||
23 | Educator License with Stipulations endorsed for | ||||||
24 | provisional educator has not passed a test of basic | ||||||
25 | skills and applicable content area test or tests | ||||||
26 | within one year after issuance of the endorsement, |
| |||||||
| |||||||
1 | the endorsement shall expire on June 30 following | ||||||
2 | one full year of the endorsement being issued. If | ||||||
3 | such an individual has passed the test of basic | ||||||
4 | skills and applicable content area test or tests | ||||||
5 | either prior to issuance of the endorsement or | ||||||
6 | within one year after issuance of the endorsement, | ||||||
7 | the endorsement is valid until June 30 immediately | ||||||
8 | following 2 years of the license being issued, | ||||||
9 | during which time any and all coursework | ||||||
10 | deficiencies must be met and any and all additional | ||||||
11 | testing deficiencies must be met. | ||||||
12 | In addition, a provisional educator endorsement | ||||||
13 | for principals or superintendents may be issued if the | ||||||
14 | individual meets the requirements set forth in | ||||||
15 | subdivisions (1) and (3) of subsection (b-5) of Section | ||||||
16 | 21B-35 of this Code. Applicants who have not been | ||||||
17 | entitled by an Illinois-approved educator preparation | ||||||
18 | program at an Illinois institution of higher education | ||||||
19 | shall not receive a provisional educator endorsement | ||||||
20 | if the person completed an alternative licensure | ||||||
21 | program in another state, unless the program has been | ||||||
22 | determined to be equivalent to Illinois program | ||||||
23 | requirements. | ||||||
24 | Notwithstanding any other requirements of this | ||||||
25 | Section, a service member or spouse of a service member | ||||||
26 | may obtain a Professional Educator License with |
| |||||||
| |||||||
1 | Stipulations, and a provisional educator endorsement | ||||||
2 | in a specific content area or areas, if he or she holds | ||||||
3 | a valid teaching certificate or license in good | ||||||
4 | standing from another state, meets the qualifications | ||||||
5 | of educators outlined in Section 21B-15 of this Code, | ||||||
6 | and has not engaged in any misconduct that would | ||||||
7 | prohibit an individual from obtaining a license | ||||||
8 | pursuant to Illinois law, including without limitation | ||||||
9 | any administrative rules of the State Board of | ||||||
10 | Education. | ||||||
11 | In this Section, "service member" means any person | ||||||
12 | who, at the time of application under this Section, is | ||||||
13 | an active duty member of the United States Armed Forces | ||||||
14 | or any reserve component of the United States Armed | ||||||
15 | Forces or the National Guard of any state, | ||||||
16 | commonwealth, or territory of the United States or the | ||||||
17 | District of Columbia. | ||||||
18 | A provisional educator endorsement is valid until | ||||||
19 | June 30 immediately following 2 years of the license | ||||||
20 | being issued, provided that any remaining testing and | ||||||
21 | coursework deficiencies are met as set forth in this | ||||||
22 | Section. Failure to satisfy all stated deficiencies | ||||||
23 | shall mean the individual, including any service | ||||||
24 | member or spouse who has obtained a Professional | ||||||
25 | Educator License with Stipulations and a provisional | ||||||
26 | educator endorsement in a specific content area or |
| |||||||
| |||||||
1 | areas, is ineligible to receive a Professional | ||||||
2 | Educator License at that time. An Educator License with | ||||||
3 | Stipulations endorsed for provisional educator shall | ||||||
4 | not be renewed for individuals who hold an Educator | ||||||
5 | License with Stipulations and who have held a position | ||||||
6 | in a public school or non-public school recognized by | ||||||
7 | the State Board of Education. | ||||||
8 | (B) Alternative provisional educator. An | ||||||
9 | alternative provisional educator endorsement on an | ||||||
10 | Educator License with Stipulations may be issued to an | ||||||
11 | applicant who, at the time of applying for the | ||||||
12 | endorsement, has done all of the following: | ||||||
13 | (i) Graduated from a regionally accredited | ||||||
14 | college or university with a minimum of a | ||||||
15 | bachelor's degree. | ||||||
16 | (ii) Successfully completed the first phase of | ||||||
17 | the Alternative Educator Licensure Program for | ||||||
18 | Teachers, as described in Section 21B-50 of this | ||||||
19 | Code. | ||||||
20 | (iii) Passed a test of basic skills and content | ||||||
21 | area test, as required under Section 21B-30 of this | ||||||
22 | Code. | ||||||
23 | The alternative provisional educator endorsement | ||||||
24 | is valid for 2 years of teaching and may be renewed for | ||||||
25 | a third year by an individual meeting the requirements | ||||||
26 | set forth in Section 21B-50 of this Code. |

| |||||||
1 | (C) Alternative provisional superintendent. An | ||||||
2 | alternative provisional superintendent endorsement on | ||||||
3 | an Educator License with Stipulations entitles the | ||||||
4 | holder to serve only as a superintendent or assistant | ||||||
5 | superintendent in a school district's central office. | ||||||
6 | This endorsement may only be issued to an applicant | ||||||
7 | who, at the time of applying for the endorsement, has | ||||||
8 | done all of the following: | ||||||
9 | (i) Graduated from a regionally accredited | ||||||
10 | college or university with a minimum of a master's | ||||||
11 | degree in a management field other than education. | ||||||
12 | (ii) Been employed for a period of at least 5 | ||||||
13 | years in a management level position in a field | ||||||
14 | other than education. | ||||||
15 | (iii) Successfully completed the first phase | ||||||
16 | of an alternative route to superintendent | ||||||
17 | endorsement program, as provided in Section 21B-55 | ||||||
18 | of this Code. | ||||||
19 | (iv) Passed a test of basic skills and content | ||||||
20 | area tests required under Section 21B-30 of this | ||||||
21 | Code. | ||||||
22 | The endorsement may be registered for 2 fiscal | ||||||
23 | years in order to complete one full year of serving as | ||||||
24 | a superintendent or assistant superintendent. | ||||||
25 | (D) Resident teacher endorsement. A resident | ||||||
26 | teacher endorsement on an Educator License with |
| |||||||
| |||||||
1 | Stipulations may be issued to an applicant who, at the | ||||||
2 | time of applying for the endorsement, has done all of | ||||||
3 | the following: | ||||||
4 | (i) Graduated from a regionally accredited | ||||||
5 | institution of higher education with a minimum of a | ||||||
6 | bachelor's degree. | ||||||
7 | (ii) Enrolled in an approved Illinois educator | ||||||
8 | preparation program. | ||||||
9 | (iii) Passed a test of basic skills and content | ||||||
10 | area test, as required under Section 21B-30 of this | ||||||
11 | Code. | ||||||
12 | The resident teacher endorsement on an Educator | ||||||
13 | License with Stipulations is valid for 4 years of | ||||||
14 | teaching and shall not be renewed. | ||||||
15 | A resident teacher may teach only under the | ||||||
16 | direction of a licensed teacher, who shall act as the | ||||||
17 | resident mentor teacher, and may not teach in place of | ||||||
18 | a licensed teacher.
A resident teacher endorsement on | ||||||
19 | an Educator License with Stipulations shall no longer | ||||||
20 | be valid after June 30, 2017. | ||||||
21 | (E) Career and technical educator. A career and | ||||||
22 | technical educator endorsement on an Educator License | ||||||
23 | with Stipulations may be issued to an applicant who has | ||||||
24 | a minimum of 60 semester hours of coursework from a | ||||||
25 | regionally accredited institution of higher education | ||||||
26 | or an accredited trade and technical institution and |
| |||||||
| |||||||
1 | has a minimum of 2,000 hours of experience outside of | ||||||
2 | education in each area to be taught. | ||||||
3 | The career and technical educator endorsement on | ||||||
4 | an Educator License with Stipulations is valid until | ||||||
5 | June 30 immediately following 5 years of the | ||||||
6 | endorsement being issued and may be renewed. For | ||||||
7 | individuals who were issued the career and technical | ||||||
8 | educator endorsement on an Educator License with | ||||||
9 | Stipulations on or after January 1, 2015, the license | ||||||
10 | may be renewed if the individual passes a test of basic | ||||||
11 | skills or test of work proficiency, as required under | ||||||
12 | Section 21B-30 of this Code. | ||||||
13 | An individual who holds a valid career and | ||||||
14 | technical educator endorsement on an Educator License | ||||||
15 | with Stipulations but does not hold a bachelor's degree | ||||||
16 | may substitute teach in career and technical education | ||||||
17 | classrooms. | ||||||
18 | (F) Part-time provisional career and technical | ||||||
19 | educator or provisional career and technical educator. | ||||||
20 | A part-time provisional career and technical educator | ||||||
21 | endorsement or a provisional career and technical | ||||||
22 | educator endorsement on an Educator License with | ||||||
23 | Stipulations may be issued to an applicant who has a | ||||||
24 | minimum of 8,000 hours of work experience in the skill | ||||||
25 | for which the applicant is seeking the endorsement. It | ||||||
26 | is the responsibility of each employing school board |

| |||||||
1 | and regional office of education to provide | ||||||
2 | verification, in writing, to the State Superintendent | ||||||
3 | of Education at the time the application is submitted | ||||||
4 | that no qualified teacher holding a Professional | ||||||
5 | Educator License or an Educator License with | ||||||
6 | Stipulations with a career and technical educator | ||||||
7 | endorsement is available and that actual circumstances | ||||||
8 | require such issuance. | ||||||
9 | The provisional career and technical educator | ||||||
10 | endorsement on an Educator License with Stipulations | ||||||
11 | is valid until June 30 immediately following 5 years of | ||||||
12 | the endorsement being issued and may be renewed for 5 | ||||||
13 | years. For individuals who were issued the provisional | ||||||
14 | career and technical educator endorsement on an | ||||||
15 | Educator License with Stipulations on or after January | ||||||
16 | 1, 2015, the license may be renewed if the individual | ||||||
17 | passes a test of basic skills or test of work | ||||||
18 | proficiency, as required under Section 21B-30 of this | ||||||
19 | Code. | ||||||
20 | A part-time provisional career and technical | ||||||
21 | educator endorsement on an Educator License with | ||||||
22 | Stipulations may be issued for teaching no more than 2 | ||||||
23 | courses of study for grades 6 through 12. The part-time | ||||||
24 | provisional career and technical educator endorsement | ||||||
25 | on an Educator License with Stipulations is valid until | ||||||
26 | June 30 immediately following 5 years of the |

| |||||||
1 | endorsement being issued and may be renewed for 5 years | ||||||
2 | if the individual makes application for renewal. | ||||||
3 | An individual who holds a provisional or part-time | ||||||
4 | provisional career and technical educator endorsement | ||||||
5 | on an Educator License with Stipulations but does not | ||||||
6 | hold a bachelor's degree may substitute teach in career | ||||||
7 | and technical education classrooms. | ||||||
8 | (G) Transitional bilingual educator. A | ||||||
9 | transitional bilingual educator endorsement on an | ||||||
10 | Educator License with Stipulations may be issued for | ||||||
11 | the purpose of providing instruction in accordance | ||||||
12 | with Article 14C of this Code to an applicant who | ||||||
13 | provides satisfactory evidence that he or she meets all | ||||||
14 | of the following requirements: | ||||||
15 | (i) Possesses adequate speaking, reading, and | ||||||
16 | writing ability in the language other than English | ||||||
17 | in which transitional bilingual education is | ||||||
18 | offered. | ||||||
19 | (ii) Has the ability to successfully | ||||||
20 | communicate in English. | ||||||
21 | (iii) Either possessed, within 5 years | ||||||
22 | previous to his or her applying for a transitional | ||||||
23 | bilingual educator endorsement, a valid and | ||||||
24 | comparable teaching certificate or comparable | ||||||
25 | authorization issued by a foreign country or holds | ||||||
26 | a degree from an institution of higher learning in |
| |||||||
| |||||||
1 | a foreign country that the State Educator | ||||||
2 | Preparation and Licensure Board determines to be | ||||||
3 | the equivalent of a bachelor's degree from a | ||||||
4 | regionally accredited institution of higher | ||||||
5 | learning in the United States. | ||||||
6 | A transitional bilingual educator endorsement | ||||||
7 | shall be valid for prekindergarten through grade 12, is | ||||||
8 | valid until June 30 immediately following 5 years of | ||||||
9 | the endorsement being issued, and shall not be renewed. | ||||||
10 | Persons holding a transitional bilingual educator | ||||||
11 | endorsement shall not be employed to replace any | ||||||
12 | presently employed teacher who otherwise would not be | ||||||
13 | replaced for any reason. | ||||||
14 | (H) Language endorsement. In an effort to | ||||||
15 | alleviate the shortage of teachers speaking a language | ||||||
16 | other than English in the public schools, an individual | ||||||
17 | who holds an Educator License with Stipulations may | ||||||
18 | also apply for a language endorsement, provided that | ||||||
19 | the applicant provides satisfactory evidence that he | ||||||
20 | or she meets all of the following requirements: | ||||||
21 | (i) Holds a transitional bilingual | ||||||
22 | endorsement. | ||||||
23 | (ii) Has demonstrated proficiency in the | ||||||
24 | language for which the endorsement is to be issued | ||||||
25 | by passing the applicable language content test | ||||||
26 | required by the State Board of Education. |

1 | (iii) Holds a bachelor's degree or higher from | ||||||
2 | a regionally accredited institution of higher | ||||||
3 | education or, for individuals educated in a | ||||||

11 | (iv) Has passed a test of basic skills, as | ||||||
12 | required under Section 21B-30 of this Code. | ||||||
13 | A language endorsement on an Educator License with | ||||||
14 | Stipulations is valid for prekindergarten through | ||||||
15 | grade 12 for the same validity period as the | ||||||
16 | individual's transitional bilingual educator | ||||||
17 | endorsement on the Educator License with Stipulations | ||||||
18 | and shall not be renewed. | ||||||
19 | (I) Visiting international educator. A visiting | ||||||
20 | international educator endorsement on an Educator | ||||||
21 | License with Stipulations may be issued to an | ||||||
22 | individual who is being recruited by a particular | ||||||
23 | school district that conducts formal recruitment | ||||||
24 | programs outside of the United States to secure the | ||||||
25 | services of qualified teachers and who meets all of the | ||||||
26 | following requirements: |

1 | (i) Holds the equivalent of a minimum of a | ||||||
2 | bachelor's degree issued in the United States. | ||||||
3 | (ii) Has been prepared as a teacher at the | ||||||
4 | grade level for which he or she will be employed. | ||||||
5 | (iii) Has adequate content knowledge in the | ||||||
6 | subject to be taught. | ||||||
7 | (iv) Has an adequate command of the English | ||||||
8 | language. | ||||||
9 | A holder of a visiting international educator | ||||||
10 | endorsement on an Educator License with Stipulations | ||||||
11 | shall be permitted to teach in bilingual education | ||||||
12 | programs in the language that was the medium of | ||||||
13 | instruction in his or her teacher preparation program, | ||||||
14 | provided that he or she passes the English Language | ||||||
15 | Proficiency Examination or another test of writing | ||||||
16 | skills in English identified by the State Board of | ||||||
17 | Education, in consultation with the State Educator | ||||||
18 | Preparation and Licensure Board. | ||||||
19 | A visiting international educator endorsement on | ||||||
20 | an Educator License with Stipulations is valid for 3 | ||||||
21 | years and shall not be renewed. | ||||||
22 | (J) Paraprofessional educator. A paraprofessional | ||||||
23 | educator endorsement on an Educator License with | ||||||
24 | Stipulations may be issued to an applicant who holds a | ||||||
25 | high school diploma or its recognized equivalent and | ||||||
26 | either holds an associate's degree or , except as |

1 | otherwise provided in Section 2-3.173 of this Code, a | ||||||
2 | minimum of 60 semester hours of credit from a | ||||||
3 | regionally accredited institution of higher education | ||||||
4 | or has passed a test of basic skills required under | ||||||
5 | Section 21B-30 of this Code. Except as otherwise | ||||||
6 | provided in Section 2-3.173 of this Code, the The | ||||||
7 | paraprofessional educator endorsement is valid until | ||||||
8 | June 30 immediately following 5 years of the | ||||||
9 | endorsement being issued and may be renewed through | ||||||
10 | application and payment of the appropriate fee, as | ||||||
11 | required under Section 21B-40 of this Code. An | ||||||
12 | individual who holds only a paraprofessional educator | ||||||
13 | endorsement is not subject to additional requirements | ||||||
14 | in order to renew the endorsement. | ||||||
15 | Notwithstanding any other provision of this | ||||||
16 | paragraph (J), a paraprofessional educator endorsement | ||||||
17 | on an Educator License with Stipulations may be issued | ||||||
18 | to a qualified high school graduate under Section | ||||||
19 | 2-3.173 of this Code for each semester that the person | ||||||
20 | is participating in the Growing Future Educators | ||||||
21 | Program. | ||||||
22 | (K) Chief school business official. A chief school | ||||||
23 | business official endorsement on an Educator License | ||||||
24 | with Stipulations may be issued to an applicant who | ||||||
25 | qualifies by having a master's degree or higher, 2 | ||||||
26 | years of full-time administrative experience in school |

| |||||||
1 | business management or 2 years of university-approved | ||||||
2 | practical experience, and a minimum of 24 semester | ||||||
3 | hours of graduate credit in a program approved by the | ||||||
4 | State Board of Education for the preparation of school | ||||||
5 | business administrators and by passage of the | ||||||
6 | applicable State tests, including a test of basic | ||||||
7 | skills and applicable content area test. | ||||||
8 | The chief school business official endorsement may | ||||||
9 | also be affixed to the Educator License with | ||||||
10 | Stipulations of any holder who qualifies by having a | ||||||
11 | master's degree in business administration, finance, | ||||||
12 | accounting, or public administration and who completes | ||||||
13 | an additional 6 semester hours of internship in school | ||||||
14 | business management from a regionally accredited | ||||||
15 | institution of higher education and passes the | ||||||
16 | applicable State tests, including a test of basic | ||||||
17 | skills and applicable content area test. This | ||||||
18 | endorsement shall be required for any individual | ||||||
19 | employed as a chief school business official. | ||||||
20 | The chief school business official endorsement on | ||||||
21 | an Educator License with Stipulations is valid until | ||||||
22 | June 30 immediately following 5 years of the | ||||||
23 | endorsement being issued and may be renewed if the | ||||||
24 | license holder completes renewal requirements as | ||||||
25 | required for individuals who hold a Professional | ||||||
26 | Educator License endorsed for chief school business |

| |||||||
1 | official under Section 21B-45 of this Code and such | ||||||
2 | rules as may be adopted by the State Board of | ||||||
3 | Education. | ||||||
4 | The State Board of Education shall adopt any rules | ||||||
5 | necessary to implement Public Act 100-288 this | ||||||
6 | amendatory Act of the 100th General Assembly . | ||||||
7 | (L) Provisional in-state educator. A provisional | ||||||
8 | in-state educator endorsement on an Educator License | ||||||
9 | with Stipulations may be issued to a candidate who has | ||||||
10 | completed an Illinois-approved educator preparation | ||||||
11 | program at an Illinois institution of higher education | ||||||
12 | and who has not successfully completed an | ||||||
13 | evidence-based assessment of teacher effectiveness but | ||||||
14 | who meets all of the following requirements: | ||||||
15 | (i) Holds at least a bachelor's degree. | ||||||
16 | (ii) Has completed an approved educator | ||||||
17 | preparation program at an Illinois institution. | ||||||
18 | (iii) Has passed a test of basic skills and | ||||||
19 | applicable content area test, as required by | ||||||
20 | Section 21B-30 of this Code. | ||||||
21 | (iv) Has attempted an evidence-based | ||||||
22 | assessment of teacher effectiveness and received a | ||||||
23 | minimum score on that assessment, as established | ||||||
24 | by the State Board of Education in consultation | ||||||
25 | with the State Educator Preparation and Licensure | ||||||
26 | Board. |

1 | A provisional in-state educator endorsement on an | ||||||
2 | Educator License with Stipulations is valid for one | ||||||
3 | full fiscal year after the date of issuance and may not | ||||||
4 | be renewed. | ||||||
5 | (3) Substitute Teaching License. A Substitute Teaching | ||||||
6 | License may be issued to qualified applicants for | ||||||
7 | substitute teaching in all grades of the public schools, | ||||||
8 | prekindergarten through grade 12. Substitute Teaching | ||||||
9 | Licenses are not eligible for endorsements. Applicants for | ||||||
10 | a Substitute Teaching License must hold a bachelor's degree | ||||||
11 | or higher from a regionally accredited institution of | ||||||
12 | higher education. | ||||||
13 | Substitute Teaching Licenses are valid for 5 years. | ||||||
14 | Substitute Teaching Licenses are valid for substitute | ||||||
15 | teaching in every county of this State. If an individual | ||||||
16 | has had his or her Professional Educator License or | ||||||
17 | Educator License with Stipulations suspended or revoked or | ||||||
18 | has not met the renewal requirements for licensure, then | ||||||
19 | that individual is not eligible to obtain a Substitute | ||||||
20 | Teaching License. | ||||||
21 | A substitute teacher may only teach in the place of a | ||||||
22 | licensed teacher who is under contract with the employing | ||||||
23 | board. If, however, there is no licensed teacher under | ||||||
24 | contract because of an emergency situation, then a district | ||||||
25 | may employ a substitute teacher for no longer than 30 | ||||||
26 | calendar days per each vacant position in the district if |

| |||||||
1 | the district notifies the appropriate regional office of | ||||||
2 | education within 5 business days after the employment of | ||||||
3 | the substitute teacher in the emergency situation. An | ||||||
4 | emergency situation is one in which an unforeseen vacancy | ||||||
5 | has occurred and (i) a teacher is unable to fulfill his or | ||||||
6 | her contractual duties or (ii) teacher capacity needs of | ||||||
7 | the district exceed previous indications, and the district | ||||||
8 | is actively engaged in advertising to hire a fully licensed | ||||||
9 | teacher for the vacant position. | ||||||
10 | There is no limit on the number of days that a | ||||||
11 | substitute teacher may teach in a single school district, | ||||||
12 | provided that no substitute teacher may teach for longer | ||||||
13 | than 90 school days for any one licensed teacher under | ||||||
14 | contract in the same school year. A substitute teacher who | ||||||
15 | holds a Professional Educator License or Educator License | ||||||
16 | with Stipulations shall not teach for more than 120 school | ||||||
17 | days for any one licensed teacher under contract in the | ||||||
18 | same school year. The limitations in this paragraph (3) on | ||||||
19 | the number of days a substitute teacher may be employed do | ||||||
20 | not apply to any school district operating under Article 34 | ||||||
21 | of this Code.
