SYNOPSIS AS INTRODUCED:
 
50 ILCS 705/10.22 new

    Amends the Illinois Police Training Act. Provides that the Illinois Law Enforcement Training Standards Board shall develop or approve a curriculum for a certified training program for school resource officers which shall consist of at least 40 hours of training. Provides that the curriculum shall include the following subject areas: (1) child and adolescent development and psychology; (2) positive behavioral interventions and support, conflict resolution techniques, and restorative justice techniques; (3) education law; (4) juvenile law; (5) implicit bias; (6) trauma-informed care; (7) de-escalation techniques, including techniques for limiting the use of physical force and mechanical and chemical restraints; (8) the mental, physical, and behavioral health needs of all children and adolescents including those with disabilities or special needs; (9) a minimum of 8 hours of crisis intervention training for youth; and (10) cultural responsiveness. Provides that the Board by rule shall require a law enforcement officer to successfully complete the certified training program for school resource officers before or within 120 days of a law enforcement officer's first day of service in a school. Provides that the certified training program for school resource officers shall be successfully completed by school resource officers every 4 years. Makes other changes.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Police Training Act is amended by
5adding Section 10.22 as follows:
 
6    (50 ILCS 705/10.22 new)
7    Sec. 10.22. School resource officers.
8    (a) In this Section:
9        "Cultural responsiveness" means an understanding of
10    cultural differences and the way those differences affect
11    human behavior.
12        "Education law" means the body of State and federal law
13    including, but not limited to, State and federal
14    constitutional provisions; local, State, and federal
15    statutes; court opinions; federal and State
16    confidentiality provisions related to student records; and
17    government regulations that provide the legal framework
18    for educational institutions.
19        "Juvenile law" means the body of state and federal law
20    including, but not limited to, State and federal law
21    constitutional provisions; local, State, and federal
22    statutes; court opinions; and government regulations that
23    provide the legal framework for juveniles.

1        "School resource officer" means a peace officer
2    assigned to a school to provide law enforcement.
3        "Trauma-informed care" means an organizational
4    structure and treatment framework that involves
5    understanding, recognizing, and responding to the effects
6    of all types of trauma.
7    (b) The Board shall develop or approve a curriculum for a
8certified training program for school resource officers which
9shall consist of at least 40 hours of training. At least 4
10hours of training shall be in collaboration with the school
11district. The curriculum under this Section shall include the
12following subject areas:
13        (1) child and adolescent development and psychology;
14        (2) positive behavioral interventions and support,
15    conflict resolution techniques, and restorative justice
16    techniques;
17        (3) education law;
18        (4) juvenile law;
19        (5) implicit bias;
20        (6) trauma-informed care;
21        (7) de-escalation techniques, including techniques for
22    limiting the use of physical force and mechanical and
23    chemical restraints;
24        (8) the mental, physical, and behavioral health needs
25    of all children and adolescents including those with
26    disabilities or special needs;

1        (9) a minimum of 8 hours of crisis intervention
2    training for youth; and
3        (10) cultural responsiveness.
4    (c) The Board, by rule, shall require a law enforcement
5officer to successfully complete the certified training
6program for school resource officers before or within 120 days
7of a law enforcement officer's first day of service in a
8school. The certified training program for school resource
9officers shall be successfully completed by school resource
10officers every 4 years.
11    (d) The certified training program for school resource
12officers required under this Section shall require law
13enforcement officers to pass an examination testing the
14officer's knowledge and recognition of the subject areas listed
15in subsection (b) of this Section.
16    (e) The Board shall administer an examination to qualify
17law enforcement officers to provide the certified training
18program for school resource officers to other law enforcement
19officers. The examination to qualify law enforcement officers
20to provide the certified training program for school resource
21officers must test the officer's knowledge and recognition of
22the subject areas listed in subsection (b) of this Section. The
23Board shall issue a professional achievement or proficiency
24certificate to each law enforcement officer who completes the
25certified training program for school resource officers under
26this Section.
