SENATE RESOLUTION

 
2    WHEREAS, All Americans agree that Russia's deliberate
3interference in our nation's democratic processes is a matter
4of grave national security; and
 
5    WHEREAS, Recently disclosed United States intelligence
6findings have reported that Russia interfered in the 2016
7presidential election and sought to undermine our democratic
8institutions; and
 
9    WHEREAS, On January 6, 2017, an Intelligence Community
10assessment entitled "Assessing Russian Activities and
11Intentions in Recent U.S. Elections" assessed that "Russian
12President Vladimir Putin ordered an influence campaign in 2016
13aimed at the U.S. presidential election"; and
 
14    WHEREAS, The same assessment warns that "Moscow will apply
15lessons learned from its Putin-ordered campaign aimed at the
16U.S. Presidential election to future influence efforts
17worldwide, including against U.S. allies and their election
18processes"; and
 
19    WHEREAS, As a result, U.S. Senator Richard Durbin, Senate
20Judiciary Committee Ranking Member Dianne Feinstein, and all
21committee Democrats have called for an independent, bipartisan

1commission or a select committee of Congress to investigate
2these allegations of Russian interference; and
 
3    WHEREAS, The National Intelligence Estimate is the formal,
4authoritative assessment of the Director of National
5Intelligence related to a particular national security issue,
6which reflects the collective judgment of the nation's 17
7intelligence agencies; and
 
8    WHEREAS, The public also needs assurance that federal law
9enforcement is actively investigating these matters and that,
10if the investigation finds evidence that Russian officials
11perpetrated or directed such acts, appropriate criminal
12charges and sanctions will be announced and enforced; and
 
13    WHEREAS, It is also clear that the American public needs
14confirmation that America's next Attorney General would
15continue any investigation on this matter, independent of
16directives by the White House to terminate it; therefore, be it
 
17    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
18ASSEMBLY OF THE STATE OF ILLINOIS, that we urge a full
19bipartisan investigation by Congress and support the call for a
20National Intelligence Estimate (NIE) to determine the extent of
21Russian intervention in the 2016 United States presidential
22election, because this issue requires the full attention of the

1executive and legislative branches alike, and a conclusive,
2public national intelligence estimate will lay out the facts
3for the American people; and be it further
 
4    RESOLVED, That suitable copies of this resolution be
5delivered to President Donald Trump, U.S. Senate Majority
6Leader Mitch McConnell, U.S. Senate Minority Leader Chuck
7Schumer, U.S. Speaker of the House Paul Ryan, U.S. House of
8Representatives Minority Leader Nancy Pelosi, and all members
9of the Illinois Congressional Delegation.
