SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Dr. James C. Forstall of Springfield, who
4passed away on March 3, 2017; and
 
5    WHEREAS, Dr. Forstall was born in New Orleans, Louisiana to
6Joseph Carroll and Helen Lockley Forstall; he married Giovanna
7F. Vannini in Livorno, Italy on February 21, 1959; and
 
8    WHEREAS, Dr. Forstall served his country as a Lieutenant
9Colonel in the United States Army; he did tours of duty in both
10the Korean and Vietnam Wars and retired from the Army after 20
11years of service; he was awarded the Bronze Star Medal, the Air
12Medal, the Meritorious Service Medal, the Army Commendation
13Medal with Oak Leaf Cluster, and three Meritorious Unit
14Citations; he represented President Richard M. Nixon at the
15Presidential Wreath Laying at the Lincoln Tomb on Lincoln's
16birthday in 1969; and
 
17    WHEREAS, Dr. Forstall received his doctorate in higher
18education and educational administration from Illinois State
19University in 1985 and dedicated decades of his life to higher
20education; he worked as Administrative Assistant to the
21President of Sangamon State University, as Vice-President of
22Student Affairs at Lincoln Land Community College, and as

1Associate Director of Grants Administration for the Illinois
2Board of Higher Education; he also worked for the Dean of
3Southern Illinois University School of Medicine; and
 
4    WHEREAS, Dr. Forstall was a member of St. Agnes Parish; he
5was active in the Springfield Chapter of the National
6Association for the Advancement of Colored People, the Retired
7Officers Association, the Frontiers International Club of
8Springfield, and the Lion's Club; he was a vocal member of many
9organization's boards, including Memorial Medical Center,
10Goodwill Industries, the Marine Bank Student of the Year
11Scholarship, the American Savings Bank, the Citizens Club of
12Springfield, and the Better Government Association Advisory
13Board; and
 
14    WHEREAS, Dr. Forstall was appointed by United States
15Congressman Paul Findley to the District Advisory Council of
16the Small Business Administration; he was a member of SCORE and
17for the past 10 years, a member of the Springfield Dominican
18Anti-Racism Team; he served as Co-Chairman of the Diocesan Task
19Force for Racial Justice and as a Diocesan representative on
20the Peace and Social Justice Committee; and
 
21    WHEREAS, In December of 2013, Dr. Forstall was bestowed the
22"Magnificat Award" by The Most Reverend Thomas John Paprocki,
23Bishop of Springfield; he earned the First Citizen Award in

12016; and
 
2    WHEREAS, Dr. Forstall was preceded in death by his parents;
3and
 
4    WHEREAS, Dr. Forstall is survived by his wife, Giovanna;
5his sons, Giulio (Dorris) and Gregory (Tami) Forstall; his
6grandchildren, Stephanie, Gabrielle, Savannah, and Chana; and
7several cousins; therefore, be it
 
8    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
9ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
10Dr. James C. Forstall, and extend our sincere condolences to
11his family, friends, and all who knew and loved him; and be it
12further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to the family of Dr. Forstall as an expression of our
15deepest sympathy.
