SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Donald L. Skinner of Pawnee, who passed
4away on September 15, 2017; and
 
5    WHEREAS, Donald Skinner was born in Jersey County to
6Leonard and Ruby (Isringhausen) Skinner on May 19, 1937; he
7married Lynda Skinner in 1961; they later divorced; and
 
8    WHEREAS, Donald Skinner was a great supporter of the
9Illinois and National AgrAbility programs; his testimony
10before congress and his support of developing an AgrAbility
11program in Illinois in the late 1980s helped form the program;
12he served as chair of the Illinois AgrAbility Advisory
13Committee for many years and, most recently, as honorary chair;
14he also served on the National AgrAbility Advisory Committee
15for several years; through his foresight, advice, and support,
16thousands of farm people benefited from assistance through the
17program; he leaves a legacy of support in seeking ways to help
18farmers and farm workers with disabilities continue to provide
19for their families and be as productive as possible; and
 
20    WHEREAS, Donald Skinner liked to laugh and loved a good
21practical joke; and

1    WHEREAS, Donald Skinner was preceded in death by his
2father; his brother, William; his sister, Ruth Ann Armsby; and
3his granddaughter, Jana Skinner; and
 
4    WHEREAS, Donald Skinner is survived by his children,
5Kimberly (Rod) Bourne and David (Sonja) Skinner; his
6grandchildren, Illinois State Representative Avery Bourne,
7Mason Bourne, and Reese Bourne, and Justin Skinner, Logan
8Skinner, and Mia Skinner; his mother, Ruby Skinner; his
9brother, Ron (Elke) Skinner; and several nieces, nephews, and
10cousins; therefore, be it
 
11    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
12ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
13Donald L. Skinner, and extend our sincere condolences to his
14family, friends, and all who knew and loved him; and be it
15further
 
16    RESOLVED, That a suitable copy of this resolution be
17presented to the family of Donald Skinner as an expression of
18our deepest sympathy.
