HOUSE RESOLUTION

 
2    WHEREAS, The COVID-19 pandemic has led to many
3unprecedented problems in the State of Illinois; and
 
4    WHEREAS, Illinois has experienced an estimated more than
583,000 cases of COVID-19 and over 3,600 COVID-related deaths;
6and
 
7    WHEREAS, The COVID-19 pandemic has led the unemployment
8rate to soar to an estimated 20 percent in the State of
9Illinois; and
 
10    WHEREAS, Governor Pritzker introduced a regionalized plan
11for reopening the State that included a baseline of 28 days for
12several factors to be met before moving between phases; and
 
13    WHEREAS, Governor Pritzker has continued to extend his
14stay-at-home orders and prevented certain businesses and
15organizations from reopening by pushing back end dates; and
 
16    WHEREAS, The federal government has recommended a 14-day
17baseline before moving to the next phase; and
 
18    WHEREAS, Indiana's plan for reopening includes this 14-day
19baseline, among other factors that will more quickly and

1efficiently reopen their state; and
 
2    WHEREAS, Indiana's reopening plan follows four guiding
3principles, which include (1) the number of hospitalized
4COVID-19 patients statewide has decreased for 14 days, (2)
5surge capacity for critical care beds and ventilators is
6retained statewide, (3) anyone in Indiana who is COVID-19
7symptomatic can be tested, and (4) contacting all individuals
8who test positive for COVID-19 and expanding contact tracing;
9and
 
10    WHEREAS, Indiana is developing a Small Business PPE
11Marketplace to provide reliable access to PPE for small
12businesses registered in Indiana with fewer than 150 employees
13that need help to comply with safe workplace precautions; and
 
14    WHEREAS, Indiana will be distributing 300 million dollars
15to counties, cities, and towns via a population-based formula
16as the first installment from the Coronavirus Relief Fund; and
 
17    WHEREAS, Indiana has developed a five-stage roadmap to
18reopen by the fourth of July; and
 
19    WHEREAS, During Stage One, essential manufacturing,
20construction, infrastructure, government, business,
21healthcare, and other critical businesses and operations have

1been open, while K-12 school buildings remain closed and all
2their activities canceled; and
 
3    WHEREAS, In Stage Two, Indiana will ease restrictions,
4although local governments may impose stricter local
5guidelines as conditions dictate; and
 
6    WHEREAS, During Stage Two, Indiana will lift the essential
7travel restrictions and permit social gatherings of up to 25
8people, following the CDC's social distancing guidelines;
9state government offices will begin to open for limited
10interaction with the public; the remaining manufacturers and
11industrial and other infrastructure operations that had not
12been considered essential will also open; retail and commercial
13businesses will open at 50 percent capacity; shopping malls may
14open at 50 percent capacity with indoor common areas restricted
15to 25 percent capacity; restaurants and bars that serve food
16may open at 50 percent capacity, but bar seating will remain
17closed; personal services, such as hair salons, barber shops,
18nail salons, spas, and tattoo parlors also may open by
19appointment only and must follow social distancing guidelines;
20those who work in office settings are encouraged to continue to
21work remotely whenever possible; indoor worship services may
22also convene, following specific social distancing guidelines,
23but it is preferred that virtual and outdoor services continue;
24those age 65 and older and those at elevated risk will be asked

1to stay home for all the above stated activities and businesses
2whenever possible; and
 
3    WHEREAS, In Stage Three, individuals at risk, including
4those over age 65, may venture out cautiously; those who can
5work remotely should continue to do so; social gatherings of up
6to 100 people may occur; retail stores and malls may move to 75
7percent of capacity, movie theaters may open at 50 percent
8capacity, and mall common areas such as food courts and sitting
9areas may further open to 50 percent capacity; playgrounds,
10tennis courts, basketball courts, pools, campgrounds and gyms,
11and fitness centers may open with restrictions and social
12distancing; and
 
13    WHEREAS, In Stage Four, face coverings will be optional;
14social gatherings of up to 250 people may take place and large
15venues may open with adherence to social distancing guidelines;
16state government buildings will reopen to the public;
17professional office building employees may resume work at full
18capacity; retail stores and malls may open at full capacity
19with social distancing guidelines in place; dining room service
20may open at 75 percent capacity; bar seating in restaurants may
21open at 50 percent capacity; cultural, entertainment, and
22tourism may open at 50 percent capacity, including museums,
23zoos, bowling alleys, aquariums, and like facilities;
24recreational sports leagues and tournaments may resume, and

1amusement parks, water parks, and like facilities may open at
250 percent capacity, all while continuing social distancing;
3conventions, sports events, fairs, festivals, the state fair,
4and like events may resume, and remote work will be optional;
5retail stores, malls, restaurants, bars, nightclubs, gyms, and
6personal services may operate at full capacity; restrictions
7will be lifted at amusement parks, water parks, and like
8facilities, and at this time, a decision will be made as how to
9approach the next school year; and
 
10    WHEREAS, The sooner the State of Illinois can safely return
11to a normal way of life and business, the sooner the recovery
12can begin; therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15we urge Governor Pritzker and the Illinois General Assembly to
16adopt a reopening plan similar to that of Indiana; and be it
17further
 
18    RESOLVED, That suitable copies of this resolution be
19delivered to Governor Pritzker, the President of the Senate,
20the Senate Minority Leader, the Speaker of the House of
21Representatives, and the Minority Leader of the House of
22Representatives.
