SENATE RESOLUTION

 
2    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
3ASSEMBLY OF THE STATE OF ILLINOIS, that the Rules of the Senate
4of the 101st General Assembly are amended by adding Article
5XIII as follows:

ARTICLE XIII

SESSION DURING TIMES OF PESTILENCE OR PUBLIC DANGER

8    (Senate Rule 13-1 new)
9    13-1. Applicability and construction. The meetings and
10actions of the Senate, including all of its committees, on
11session days where the President has declared times of
12pestilence or public danger shall be governed by the Senate
13Rules adopted by the Senate of the 101st General Assembly,
14together with the provisions contained in this Article. Where
15there is a conflict between the Senate Rules adopted by the
16Senate of the 101st General Assembly and the provisions
17contained in this Article, the provisions contained in this
18Article shall be controlling.

20    13-2. Public access to proceedings.

1    (a) The Presiding Officer shall designate a process for the
2public to observe the meetings and actions of the Senate,
3including all of its committees, via video or other electronic
4means.
5    (b) The Presiding Officer shall designate a process for the
6committees of the Senate to receive testimony from members of
7the public via electronic means.
 
8    (Senate Rule 13-3 new)
9    13-3. Floor debate and personal privilege.
10    (a) Prior to floor debate, the President, in consultation
11with the Minority Leader, may establish the total number of
12speakers and number of speakers for each caucus who shall be
13recognized for debate for any legislative measure. If such a
14debate protocol is established, then the Presiding Officer
15shall announce prior to debate: (1) the total number of
16speakers; (2) number of speakers for each caucus; and (3) the
17member designated as floor manager by the respective caucus
18leader to manage the number of speakers for that caucus.
19    (b) Members may not introduce guests or make points of
20personal privilege during session covered by this Article.
 
21    (Senate Rule 13-4 new)
22    13-4. Verification of attendance.
23    (a) At the beginning of each day of session covered by this
24Article, the President, or his or her designee, and the

1Minority Leader, or his or her designee, shall provide to the
2Secretary the names of those members of his or her respective
3caucus who are excused from attendance for that day. All
4members not so excused or participating remotely under Rule
54-1(e) shall be counted as present for the purposes of
6determining a quorum or voting in the Senate or its committees.
7    (b) The name of any member not already excused from
8attendance for a session day covered by this Article who leaves
9the State Capitol prior to adjournment of the session for that
10day shall be added to names of those members of that caucus who
11are excused from attendance for that day, and his or her name
12shall be provided by the President, or his or her designee, or
13the Minority Leader, or his or her designee, as the case may
14be, to the Secretary. Once a member's name has been provided to
15the Secretary under this paragraph, that member shall not be
16counted as present for the purposes of determining a quorum or
17voting in the Senate or its committees for the remainder of
18that day or until that member's presence is reestablished under
19subsection (c).
20    (c) If a member who has left the State Capitol as described
21in paragraph (b) returns prior to adjournment of a session day
22covered by this Article, his or her name shall be provided by
23the President, or his or her designee, or the Minority Leader,
24or his or her designee, as the case may be, to the Secretary
25who shall remove it from the names of those members of that
26caucus who are excused from attendance for that day. Once a

1member's name has been provided to the Secretary under this
2paragraph, that member shall be counted as present for the
3purposes of determining a quorum or voting in the Senate or its
4committees.
5    (d) If a member who was excused from attendance as
6described in paragraph (a) thereafter arrives at the State
7Capitol prior to adjournment of session covered by this Article
8for that day, his or her name shall be provided by the
9President, or his or her designee, or the Minority Leader, or
10his or her designee, as the case may be, to the Secretary who
11shall remove it from the names of those members of that caucus
12who are excused from attendance for that day. Once a member's
13name has been provided to the Secretary under this paragraph,
14that member shall be counted as present for the purposes of
15determining a quorum or voting in the Senate or its committees.
16    (e) No Senator may request verification of the results of
17any roll call in the Senate or its committees during the
18session covered by this Article.
