SYNOPSIS AS INTRODUCED:
 
430 ILCS 66/60

    Amends the Firearm Concealed Carry Act. Provides that the fees for a new and renewal concealed carry license of an applicant who is a veteran or a qualified retired law enforcement officer shall be 50% of the fees for other applicants. Defines "qualified retired law enforcement officer" and "veteran".

1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Firearm Concealed Carry Act is amended by
5changing Section 60 as follows:
 
6    (430 ILCS 66/60)
7    Sec. 60. Fees.
8    (a) All fees collected under this Act shall be deposited
9as provided in this Section. Application, renewal, and
10replacement fees shall be non-refundable.
11    (b) Except as otherwise provided in subsection (b-5), an
12An applicant for a new license or a renewal shall submit $150
13with the application, of which $120 shall be apportioned to
14the State Police Firearm Services Fund, $20 shall be
15apportioned to the Mental Health Reporting Fund, and $10 shall
16be apportioned to the State Crime Laboratory Fund.
17    (b-5) An applicant for a new license or a renewal who is a
18veteran or a qualified retired law enforcement officer shall
19submit $75 with the application, of which $60 shall be
20apportioned to the State Police Firearm Services Fund, $10
21shall be apportioned to the Mental Health Reporting Fund, and
22$5 shall be apportioned to the State Crime Laboratory Fund.
23    (c) Except as otherwise provided in subsection (c-5), a A

1non-resident applicant for a new license or renewal shall
2submit $300 with the application, of which $250 shall be
3apportioned to the State Police Firearm Services Fund, $40
4shall be apportioned to the Mental Health Reporting Fund, and
5$10 shall be apportioned to the State Crime Laboratory Fund.
6    (c-5) A non-resident applicant for a new license or a
7renewal who is a veteran or a qualified retired law
8enforcement officer shall submit $150 with the application, of
9which $125 shall be apportioned to the State Police Firearm
10Services Fund, $20 shall be apportioned to the Mental Health
11Reporting Fund, and $5 shall be apportioned to the State Crime
12Laboratory Fund.
13    (d) Except as otherwise provided in subsection (e), a A
14licensee requesting a new license in accordance with Section
1555 shall submit $75, of which $60 shall be apportioned to the
16State Police Firearm Services Fund, $5 shall be apportioned to
17the Mental Health Reporting Fund, and $10 shall be apportioned
18to the State Crime Laboratory Fund.
19    (e) A licensee who is a veteran or a qualified retired law
20enforcement officer requesting a new license in accordance
21with Section 55 shall submit $37.50, of which $30 shall be
22apportioned to the State Police Firearm Services Fund, $2.50
23shall be apportioned to the Mental Health Reporting Fund, and
24$5 shall be apportioned to the State Crime Laboratory Fund.
25    (f) In this Section:
26    "Qualified retired law enforcement officer" means a

1qualified retired law enforcement officer as defined in the
2federal Law Enforcement Officers Safety Act of 2004 who is in
3compliance with all of the requirements of that Act.
4    "Veteran" means a person who has served in the Armed
5Forces of the United States and was discharged or separated
6under honorable conditions.
