AMENDMENT TO HOUSE BILL 3710

2    AMENDMENT NO. ______. Amend House Bill 3710 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Alternative Protein Innovation Task Force Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Alternative proteins" means proteins created from
8plant-based, fermented, cell-cultured inputs and processes to
9create foods that share sensory characteristics with
10conventional meat and dairy.
11    "Cultivated meat" means meat that is produced in a
12bioreactor from animal cells using a cell cultivation process.
13    "Fermented protein" means a protein that is made from
14traditional fermentation, biomass fermentation, or precision
15fermentation.
16    "Plant-based protein" means a protein that is produced

1directly from a plant.
 
2    Section 10. Alternative Protein Innovation Task Force. The
3Alternative Protein Innovation Task Force is established for
4the purposes of investigating and studying alternative
5proteins and developing a master plan of recommendations for
6fostering the appropriate expansion of protein innovation and
7the alternative protein industry in the State. The Task Force
8shall study how the State can best support the growing
9alternative protein industry in the State. The Task Force
10shall: (i) examine the potential economic development benefits
11and job creation potential of the plant-based protein,
12cultivated meat, and fermented protein industries in the
13State; (ii) identify the environmental benefits of alternative
14proteins; (iii) examine how alternative proteins can
15strengthen the State's food resilience; (iv) assess how
16alternative proteins can improve individual health, public
17health, and food security in the State; and (v) identify ways
18the State can foster the growth of the emerging alternative
19protein industry, including by reviewing past efforts made to
20support the broader biotech and life science industries.
 
21    Section 15. Membership; appointments; meeting.
22    (a) The Alternative Protein Innovation Task Force shall
23consist of the following members:
24        (1) one member of the Senate, who shall be appointed

1    by the President of the Senate and shall serve as co-chair
2    of the Task Force;
3        (2) one member of the Senate, who shall be appointed
4    by the Minority Leader of the Senate;
5        (3) one member of the House of Representatives, who
6    shall be appointed by the Speaker of the House of
7    Representatives and shall serve as co-chair of the Task
8    Force;
9        (4) one member of the House of Representatives, who
10    shall be appointed by the Minority Leader of the House of
11    Representatives;
12        (5) the Secretary of Commerce and Economic Opportunity
13    or the Secretary's designee;
14        (6) the Director of Agriculture or the Director's
15    designee;
16        (7) 2 members who are appointed by the Director of
17    Agriculture and are commercial producers of agricultural
18    commodities; and
19        (8) 7 members who are appointed by the Governor. Of
20    the members appointed by the Governor, 2 members shall be
21    engaged in academic or scientific research on alternative
22    protein development at a State college or university; one
23    member shall be engaged in the private sector research and
24    development of alternative proteins; one member shall be
25    an academic expert in food security issues of the State;
26    one member shall be a representative of a nonprofit

1    organization dedicated to the development and
2    accessibility of alternative proteins; one member shall be
3    a representative of the State's agricultural biotechnology
4    industry; and one member shall be the president of the
5    Illinois Biotechnology Industry Organization or the
6    organization's designee.
7    (b) Members of the Task Force shall not receive
8compensation for their services to the Task Force.
9    (c) All appointments shall be made not later than 30 days
10after the effective date of this Act.
11    (d) The co-chairs of the Task Force shall schedule no
12fewer than 4 meetings of the Task Force, including not less
13than one public hearing. The co-chairs shall convene the first
14meeting of the Task Force within 60 days after the effective
15date of this Act.
 
16    Section 20. Report.
17    (a) The Task Force shall study and analyze the potential
18benefits of alternative proteins and shall address in its
19report:
20        (1) the job growth potential of the alternative
21    protein industry in the State as demand for protein
22    continues to grow;
23        (2) how plant-based protein, fermented proteins, and
24    cultivated meat can yield environmental benefits;
25        (3) how the State can support new and emerging

1    companies in this sector and what pressing challenges the
2    industry currently faces;
3        (4) policy options the State can consider taking to
4    address the needs of the alternative protein industry;
5        (5) actions that can be taken to facilitate the growth
6    of the alternative protein industry; and
7        (6) any other topic that the Task Force may choose to
8    examine in relation to alternative proteins.
9    (b) The Task Force shall submit a report of its findings
10and recommendations to the General Assembly, together with
11drafts of proposed legislation necessary to carry out those
12recommendations, not later than December 31, 2023.
 
13    Section 99. Effective date. This Act takes effect upon
14becoming law.".
