1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Public Utilities Act is amended by changing
5Section 5-106 as follows:
 
6    (220 ILCS 5/5-106)  (from Ch. 111 2/3, par. 5-106)
7    Sec. 5-106. Each public utility shall have an office in
8one of the cities, villages or incorporated towns in this
9State in which its property or some part thereof is located,
10and shall keep in said office all such books, accounts,
11papers, records and memoranda as shall be ordered by the
12Commission to be kept within the State. The address of such
13office shall be filed with the Commission. No books, accounts,
14papers, records or memoranda ordered by the Commission to be
15kept within the State shall be at any time removed from the
16State, except upon such conditions as may be prescribed by the
17Commission.
18    Each public utility shall be liable for, and upon proper
19invoice from the Commission shall promptly reimburse the
20Commission for, the reasonable costs and expenses associated
21with the audit or inspection of any books, accounts, papers,
22records and memoranda kept outside the State.
23    In the case of a public utility that provides drinking

1water services, upon the request of a municipal wastewater
2agency or unit of local government organized under the
3Sanitary District Act of 1907, the North Shore Water
4Reclamation District Act, the Sanitary District Act of 1917,
5the Metropolitan Water Reclamation District Act, the Sanitary
6District Act of 1936, the Metro-East Sanitary District Act of
71974, or the Eastern Will Sanitary District Act, such public
8utility shall provide timely and accurate water usage data, in
9a format identifiable to the requester, for purposes of
10calculating wastewater billings. The public utility shall be
11entitled to collect its reasonable costs incurred to provide
12such data.
