SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Richard P. "Dick" Robinson of
4Springfield, who passed away on January 1, 2024; and
 
5    WHEREAS, Dick Robinson was born to Robert Junior and Doris
6Mason Robinson in Sebring, Florida on December 22, 1942; he
7graduated from the Air Force Military Dependents High School
8in Madrid, Spain; he attended college at Colorado State
9University at Pueblo, Lincoln College, and the University of
10Illinois Springfield; he served in the U.S. Air Force from
11October 1961 to October 1965, achieving the rank of airman
12first class; he married Marie Cunningham Malek on November 19,
131993; and
 
14    WHEREAS, Dick Robinson earned a reputation as a committed
15and effective State of Illinois administrator and community
16service leader; during his public service career, he served in
17the offices of the Illinois Secretary of State, the Illinois
18Attorney General, and the Illinois Department of Human
19Services; he also participated in the political process,
20working for Jim Edgar's successful election campaign for
21Illinois Governor in 1990; and
 
22    WHEREAS, In the Secretary of State's office, Dick Robinson

1helped lead an initiative to return state license plate
2manufacturing to Illinois, moving it to a non-profit entity to
3employ persons with disabilities; as deputy director of
4Business Services, he also played a role in implementing the
5State of Illinois' Limited Liability Companies Act, and he
6presented the State's then-groundbreaking program nationally;
7he retired from public service in 2003; and
 
8    WHEREAS, Dick Robinson was a proud and active member of
9Rotary International, beginning in Lincoln in 1977, and he
10later belonged to the Springfield Sunrise Club; he served as
11club president from 1998 to 1999 and as district governor for
12Rotary District 6460 from 2006 to 2007; he was a Paul Harris
13Fellow and a Rotary Foundation Benefactor; he represented
14Rotary International during the 2006 St. Louis Cardinals World
15Championship season, even throwing out the first pitch at
16Busch Stadium; and
 
17    WHEREAS, Dick Robinson served on the local board of the
18American Cancer Society's Relay for Life, the Epilepsy
19Foundation District Board, and SPARC; he also served as vice
20chairman for the International Association of Corporate
21Administrators; and
 
22    WHEREAS, Dick Robinson was an avid fan of the University
23of Illinois Fighting Illini, the St. Louis Cardinals, and the

1Dallas Cowboys; he participated in a Land of Lincoln Honor
2Flight to Washington, D.C. in September 2022; and
 
3    WHEREAS, Dick Robinson was a loving husband, father,
4grandfather, and friend; and
 
5    WHEREAS, Dick Robinson was preceded in death by his
6parents; and
 
7    WHEREAS, Dick Robinson is survived by his wife, Marie
8Malek Robinson; his brother, Charles Arthur (Susan) Robinson;
9his sisters, Cheryl Williams and Doris (Kevin) Funk; his
10children, Eric (Kim) Robinson, Dana (Kim) Robinson, Joe
11(Seanna) Malek, and Jason (Karly) Malek; his grandchildren,
12Emily Robinson, Bayley Robinson (Sam) Cooper, Braidy Robinson,
13Alena Malek, Claire Carmean, Joey Malek, and Addie Malek;
14therefore, be it
 
15    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
16ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
17Richard P. "Dick" Robinson and extend our sincere condolences
18to his family, friends, and all who knew and loved him; and be
19it further
 
20    RESOLVED, That a suitable copy of this resolution be
21presented to the family of Dick Robinson as an expression of
