 1                     AMENDMENT TO HOUSE BILL 906

 2        AMENDMENT NO.     .  Amend House Bill  906  by  replacing
 3    the title with the following:
 4        "AN ACT concerning the State Police."; and

 5    by  replacing  everything  after the enacting clause with the
 6    following:

 7        "Section 5. The State Police Act is amended  by  changing
 8    Section  8.2  and  by  adding  Sections  8.3, 8.4, and 8.5 as
 9    follows:

10        (20 ILCS 2610/8.2) (from Ch. 121, par. 307.8b)
11        Sec.  8.2.  Longevity  increment  in  salary.  All  State
12    Police Officers Policemen, regardless of rank, shall  receive
13    a  longevity  increment  at the start of their 2nd, 3rd, 4th,
14    5th, 6 1/2, 8th, 10th, 12 1/2, 15th, 17 1/2,  20th,  22  1/2,
15    and  25th  years  of  service  with the Illinois State Police
16    amounting to approximately five percent of a trooper's salary
17    for the year preceding that service anniversary.  The changes
18    made by this amendatory Act  of  the  93rd  General  Assembly
19    apply retroactively beginning July 1, 2003.

 1        (20 ILCS 2610/8.3 new)
 2        Sec. 8.3.  Salary differential.  There shall be a minimum
 3    salary  level  established  for  the  ranks  of  State Police
 4    Officers in each longevity step as enumerated in Section  8.2
 5    based  on  Trooper's  Lodge 41 sworn salary contract schedule
 6    effective July 1, 2003, in the following order:
 7             (1)  Nine percent between the ranks of  Sergeant  to
 8        Master Sergeant;
 9             (2)  Eight  percent  between  the  ranks  of  Master
10        Sergeant to Lieutenant;
11             (3)  Nine percent between the ranks of Lieutenant to
12        Captain; and
13             (4)  Four  percent  between  the ranks of Captain to
14        Major.
15        The changes made by  this  amendatory  Act  of  the  93rd
16    General Assembly apply retroactively beginning July 1, 2003.

17        (20 ILCS 2610/8.4 new)
18        Sec. 8.4.  Vacation time.
19        (a)  All State Police Officers, regardless of rank, shall
20    receive vacation time based on the following formula:
21             (1)  less  than 5 years of service: 10 days per year
22        accrued at the rate of 6 hours, 40 minutes per month;
23             (2)  5 years of service: 15 days per year accrued at
24        the rate of 10 hours per month;
25             (3)  9 years of service: 17 days per year accrued at
26        the rate of 11 hours, 20 minutes per month;
27             (4)  14 years of service: 20 days per  year  accrued
28        at the rate of 13 hours, 20 minutes per month;
29             (5)  19  years  of service: 22 days per year accrued
30        at the rate of 14 hours, 40 minutes per month; and
31             (6)  25 years of service: 25 days per  year  accrued
32        at the rate of 16 hours, 40 minutes per month.
33        Vacation  must  be  taken  within  24  months  after  the

 1    calendar  year  in  which  it  was  earned,  or  it  will  be
 2    forfeited.  In order for an employee to receive vacation time
 3    credit for the month, the employee must be in pay  status  at
 4    least  one-half  of  the work days of the month. In computing
 5    vacation time, the increase in rate commences on the first of
 6    the month in  which  the  employee's  vacation  earning  date
 7    falls.  Officers  will only be required to use, as a maximum,
 8    the same number of hours of vacation time per day as they are
 9    required to work for  each  normal  work  day.  Accrued  time
10    cannot be used to extend the resignation date of an employee.
11    At the time an employee terminates from State service, his or
12    her balance of unused vacation time will be rounded up to the
13    nearest  hour  and  will  be  paid  in  a  lump  sum  at  the
14    appropriate hourly rate, if the officer has at least 6 months
15    of continuous service with the State.

17        Sec.   8.5.  Pension   contributions.  The   State  shall
18    provide the same percentage of contributions  for  all  State
19    Police    officers,   regardless   of   rank,   when   making
20    contributions to the pension fund.

21        Section 99.  Effective date.  This Act takes effect  upon
22    becoming law.".
