HOUSE JOINT RESOLUTION

 
2     WHEREAS, The State of Illinois has a responsibility to
3 ensure that community-based services provided to individuals
4 with developmental disabilities and mental illness are of high
5 quality and comply with all regulations; and
 
6     WHEREAS, The General Assembly is concerned that the
7 reimbursement rates for community providers of services to
8 individuals with disabilities are insufficient to adequately
9 compensate community direct service workers; and
 
10     WHEREAS, The inadequacy of the reimbursement rates for
11 community providers of services to individuals with
12 disabilities results in a wage disparity between community
13 disability service workers and State employees in comparable
14 positions in State-operated facilities; and
 
15     WHEREAS, The inadequacy of the reimbursement rates for
16 community providers of services to individuals with
17 disabilities has been ongoing and unresolved for many years,
18 and there is a need to address the issue in a comprehensive,
19 equitable, and objective manner; therefore, be it
 
20     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
21 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
22 SENATE CONCURRING HEREIN, that the Commission on Government
23 Forecasting and Accountability shall issue a request for
24 proposals for an independent contractor to conduct a study to
25 determine whether there is a disparity between (i) the wages
26 and benefits paid to the clinical, programmatic, and
27 direct-care employees of community-based agencies or programs
28 that are funded by the Department of Human Services to serve
29 individuals with developmental disabilities or mental illness,
30 or both, and (ii) the wages and benefits paid to comparable
31 employees in State-operated facilities; and be it further

1     RESOLVED, That the Commission shall complete the study no
2 later than September 30, 2005 and shall report its findings to
3 the General Assembly no later than October 31, 2005; and be it
4 further
 
5     RESOLVED, That a copy of this Resolution be delivered to
6 the Commission on Government Forecasting and Accountability.
