HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives learned with sadness of the death of former
4 State Representative Monroe L. Flinn of Cahokia on November 29,
5 2005; and
 
6     WHEREAS, Mr. Flinn was born December 17, 1917, in
7 Batesville, Arkansas; his family moved to Cahokia in 1956; as a
8 young child, he was called "Big Boy" by his aunts, uncles, and
9 his grandmother; this nickname eventually evolved into
10 "Biggie", as he was called by his many, many close friends and
11 relatives; and
 
12     WHEREAS, He worked with his father as a barrelmaker before
13 joining Granite City Steel, where he worked for 41 years; he
14 later served as a legislator in the Illinois House of
15 Representatives in Springfield from 1971 to 1995, leading the
16 revision to the Illinois Constitution in 1972; during his
17 tenure as State Representative, he was noted for
18 unconditionally helping his colleagues and constituents; he
19 will be remembered fondly as a man of common sense and honesty
20 who earned the respect of his Republican colleagues and fellow
21 Democrats alike; and
 
22     WHEREAS, While serving in the Statehouse, Representative
23 Flinn served on the Joint Committee on Administrative Rules
24 (JCAR); when he left the House on January 10, 1995, he had the
25 longest record of JCAR service and was its last remaining
26 charter member; in recognition of his years of service on JCAR
27 and in tribute to his unparalleled contribution to establishing
28 and advancing rulemaking oversight in Illinois, the weekly
29 publication of JCAR was named "The Flinn Report"; subscribers
30 and library patrons throughout the State are reminded weekly
31 that Representative Flinn helped shape and promote a system of
32 regulatory review that serves as a model for other States; and

1     WHEREAS, During his 23 years as a legislator, he served as
2 Democratic Leader from 1975 to 1980 and on numerous committees,
3 including Financial Institutions (chairman), Counties and
4 Townships (co-chairman), and Legislative Information System
5 Committee (co-chairman); and
 
6     WHEREAS, After his retirement, he was appointed by the
7 Secretary of State to serve as chairman on the State of
8 Illinois Merit Commission, which he did until his death; and
 
9     WHEREAS, Mr. Flinn was active in many civic and charitable
10 organizations over the years; he was a life member of Emeth
11 Lodge 1030 A.F. & A.M. in Cahokia; a member of Ancient Accepted
12 Scottish Rite Bodies of Southern Illinois; a charter member of
13 the Centreville Men's Club; an honorary member of American
14 Legion Post 784 in Cahokia; a member of the Moose Lodge 423 in
15 Cahokia; a member of the Illinois Sheriffs Association; and a
16 member of Shriners Ainad Temple; and
 
17     WHEREAS, Mr. Flinn's most treasured possession was his
18 family; he was so proud of his wife, children, grandchildren,
19 great-grandchildren, great-great-grandson, nieces, nephews,
20 sisters, and brothers; and
 
21     WHEREAS, He was preceded in death by his father and mother,
22 Monroe J. and Rue, nee Hanks, Flinn; his brothers, Robert and
23 Dale Flinn; and his sister, Ellen (Flinn) Woodland; and
 
24     WHEREAS, The passing of former State Representative Monroe
25 L. Flinn is felt by all who knew and loved him, especially his
26 wife of 65 years, Freda Flinn; his son, Don Flinn; his
27 daughters, Carol (Flinn) and husband Sam Millatti and Debbie
28 (Flinn) and husband Ron Wilshusen; his grandchildren, Lisa
29 (Millatti) Inman, Mike Millatti, Sharon (Flinn) Erschen and
30 friend Rob Simons, Kelly (Flinn) and husband Gary Simpson, Lori

1 (Flinn) Gallion, Bradley Lobsinger, and Megan, Rebecca, and
2 Ronnie Wilshusen; his great-grandchildren, David and Amanda
3 Inman, Anthony Millatti, Rachel and Sarah Erschen, Abby and
4 Aaron Creek, and Jake Simpson; his great-great-grandson,
5 Trenton Inman; his sisters, Anna McGinnis, Yvonne Bognar, and
6 Evelyn Brogan; and his numerous nieces and nephews; therefore,
7 be it
 
8     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10 we mourn the passing of former State Representative Monroe L.
11 Flinn and extend our sincerest condolences to his family,
12 friends, and community; and be it further
 
13     RESOLVED, That a suitable copy of this resolution be
14 presented to his family as an expression of our deepest
15 sympathy.
