SYNOPSIS AS INTRODUCED:
 
20 ILCS 805/805-550 new

    Amends the Department of Natural Resources (Conservation) Law. Provides that the Department has the power to regulate the operation of electric scooters in State parks. Defines "electric scooter". Requires that the Department allow the operation of electric scooters on the roadways within State parks under the Department's jurisdiction. Provides that a person who operates or is in actual physical control of an electric scooter under this Section must be 16 years of age or older.

1     AN ACT concerning State Government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Natural Resources
5 (Conservation) Law of the Civil Administrative Code of Illinois
6 is amended by adding Section 805-550 as follows:
 
7     (20 ILCS 805/805-550 new)
8     Sec. 805-550. Electric scooters; State parks. The
9 Department has the power to regulate the operation of electric
10 scooters in State parks. As used in this Section, "electric
11 scooter" means a device upon which a person may ride consisting
12 of a footboard between 2 end-wheels, controlled by an upright
13 steering handle attached to the front wheel, powered by an
14 electric driven motor, and capable of a maximum speed of no
15 more than 20 miles per hour on a flat surface. The Department
16 shall allow the operation of electric scooters on the roadways
17 within State parks under the Department's jurisdiction. A
18 person who operates or is in actual physical control of an
19 electric scooter under this Section must be 16 years of age or
20 older.
 
21     Section 99. Effective date. This Act takes effect upon
22 becoming law.
