1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Firearm Owners Identification Card Act is
5amended by changing Section 13.1 as follows:
 
6    (430 ILCS 65/13.1)  (from Ch. 38, par. 83-13.1)
7    Sec. 13.1. It shall be unlawful for any unit of local
8government, including a home rule unit of government, to
9require any person to obtain any permit or license, other than
10a Firearm Owner's Identification Card, in order to own or
11posses a firearm for his or her personal use. It is declared to
12be the policy of this State that the regulation of the right to
13own or posses a firearm is an exclusive power and function of
14the State. A home rule unit may not regulate the ownership or
15possession of firearms. This Section is a denial and limitation
16of home rule powers and functions under subsection (h) of
17Section 6 of Article VII of the Illinois Constitution. The
18provisions of any ordinance enacted by any municipality which
19requires registration or imposes greater restrictions or
20limitations on the acquisition, possession and transfer of
21firearms than are imposed by this Act, are not invalidated or
22affected by this Act.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
