1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Sections
510-17a and 34-88 as follows:
 
6    (105 ILCS 5/10-17a)  (from Ch. 122, par. 10-17a)
7    Sec. 10-17a. State, school district, and school report
8cards Better schools accountability.
9    (1) By October 31, 2013 and October 31 of each subsequent
10school year, the State Board of Education, through the State
11Superintendent of Education, shall prepare a State report card,
12school district report cards, and school report cards, and
13shall by the most economic means provide to Policy and Purpose.
14It shall be the policy of the State of Illinois that each
15school district in this State, including special charter
16districts and districts subject to the provisions of Article
1734, the report cards for the shall submit to parents, taxpayers
18of such district, the Governor, the General Assembly, and the
19State Board of Education a school district and each of its
20schools report card assessing the performance of its schools
21and students.
22    (2) In addition to any information required by federal law,
23the State Superintendent shall determine the indicators and

1presentation of the school report card, which must include, at
2a minimum, the most current data possessed by the State Board
3of Education related to the following:
4        (A) school characteristics and student demographics,
5    including average class size, average teaching experience,
6    student racial/ethnic breakdown, and the percentage of
7    students classified as low-income; the percentage of
8    students classified as limited English proficiency; the
9    percentage of students who have individualized education
10    plans or 504 plans that provide for special education
11    services; the percentage of students who annually
12    transferred in or out of the school district; the per-pupil
13    operating expenditure of the school district; and the
14    per-pupil State average operating expenditure for the
15    district type (elementary, high school, or unit);
16        (B) curriculum information, including, where
17    applicable, Advanced Placement, International
18    Baccalaureate or equivalent courses, dual enrollment
19    courses, foreign language classes, school personnel
20    resources (including Career Technical Education teachers),
21    before and after school programs, extracurricular
22    activities, subjects in which elective classes are
23    offered, health and wellness initiatives (including the
24    average number of days of Physical Education per week per
25    student), approved programs of study, awards received,
26    community partnerships, and special programs such as

1    programming for the gifted and talented, students with
2    disabilities, and work-study students;
3        (C) student outcomes, including, where applicable, the
4    percentage of students meeting as well as exceeding State
5    standards on assessments, the percentage of students in the
6    eighth grade who pass Algebra, the percentage of students
7    enrolled in post-secondary institutions (including
8    colleges, universities, community colleges,
9    trade/vocational schools, and training programs leading to
10    career certification within 2 semesters of high school
11    graduation), the percentage of students graduating from
12    high school who are college ready, the percentage of
13    students graduating from high school who are career ready,
14    and the percentage of graduates enrolled in community
15    colleges, colleges, and universities who are in one or more
16    courses that the community college, college, or university
17    identifies as a remedial course;
18        (D) student progress, including, where applicable, the
19    percentage of students in the ninth grade who have earned 5
20    credits or more without failing more than one core class, a
21    measure of students entering kindergarten ready to learn, a
22    measure of growth, and the percentage of students who enter
23    high school on track for college and career readiness; and
24        (E) the school environment, including, where
25    applicable, the percentage of students with less than 10
26    absences in a school year, the percentage of teachers with

1    less than 10 absences in a school year for reasons other
2    than professional development, leaves taken pursuant to
3    the federal Family Medical Leave Act of 1993, long-term
4    disability, or parental leaves, the 3-year average of the
5    percentage of teachers returning to the school from the
6    previous year, the number of different principals at the
7    school in the last 6 years, 2 or more indicators from any
8    school climate survey developed by the State and
9    administered pursuant to Section 2-3.153 of this Code, and
10    the combined percentage of teachers rated as proficient or
11    excellent in their most recent evaluation.
12    The school report card shall also be an index of school
13performance measured against statewide and local standards and
14will provide information that allows for comparing the current
15outcome, progress, and environment data to the State average,
16to the school data from the past 5 years, and to the outcomes,
17progress, and environment of similar schools based on the type
18of school and enrollment of low-income, special education, and
19limited English proficiency students to make prior year
20comparisons and to set future year targets through the school
21improvement plan.
22    (3) At the discretion of the State Superintendent, the
23school district report card shall include a subset of the
24information identified in paragraphs (A) through (E) of
25subsection (2) of this Section, as well as information relating
26to the operating expense per pupil and other finances of the

1school district, and the State report card shall include a
2subset of the information identified in paragraphs (A) through
3(E) of subsections (2) of this Section.
4    (4) Notwithstanding anything to the contrary in this
5Section, in consultation with key education stakeholders, the
6State Superintendent shall at any time have the discretion to
7amend or update any and all metrics on the school, district, or
8State report card.
9    (2) Reporting Requirements. Each school district shall
10prepare a report card in accordance with the guidelines set
11forth in this Section which describes the performance of its
12students by school attendance centers and by district and the
13district's financial resources and use of financial resources.
14    (5) Annually, no more than 30 calendar days after receipt
15of the school district and school report cards from the State
16Superintendent of Education, each school district, including
17special charter districts and districts subject to the
18provisions of Article 34, shall present such Such report cards
19card shall be presented at a regular school board meeting
20subject to applicable notice requirements, post the report
21cards posted on the school district's Internet web site, if the
22district maintains an Internet web site, make the report cards
23made available to a newspaper of general circulation serving
24the district, and, upon request, send the report cards sent
25home to a parent (unless the district does not maintain an
26Internet web site, in which case the report card shall be sent

1home to parents without request). If the district posts the
2report card on its Internet web site, the district shall send a
3written notice home to parents stating (i) that the report card
4is available on the web site, (ii) the address of the web site,
5(iii) that a printed copy of the report card will be sent to
6parents upon request, and (iv) the telephone number that
7parents may call to request a printed copy of the report card.
8In addition, each school district shall submit the completed
9report card to the office of the district's Regional
10Superintendent which shall make copies available to any
11individuals requesting them.
12    The report card shall be completed and disseminated prior
13to October 31 in each school year. The report card shall
14contain, but not be limited to, actual local school attendance
15center, school district and statewide data indicating the
16present performance of the school, the State norms and the
17areas for planned improvement for the school and school
18district.
19    (3) (a) The report card shall include the following
20applicable indicators of attendance center, district, and
21statewide student performance: percent of students who exceed,
22meet, or do not meet standards established by the State Board
23of Education pursuant to Section 2-3.25a; composite and subtest
24means on nationally normed achievement tests for college bound
25students; student attendance rates; chronic truancy rate;
26dropout rate; graduation rate; and student mobility, turnover

1shown as a percent of transfers out and a percent of transfers
2in.
3    (b) The report card shall include the following
4descriptions for the school, district, and State: average class
5size; amount of time per day devoted to mathematics, science,
6English and social science at primary, middle and junior high
7school grade levels; number of students taking the Prairie
8State Achievement Examination under subsection (c) of Section
92-3.64, the number of those students who received a score of
10excellent, and the average score by school of students taking
11the examination; pupil-teacher ratio; pupil-administrator
12ratio; operating expenditure per pupil; district expenditure
13by fund; average administrator salary; and average teacher
14salary. The report card shall also specify the amount of money
15that the district receives from all sources, including without
16limitation subcategories specifying the amount from local
17property taxes, the amount from general State aid, the amount
18from other State funding, and the amount from other income.
19    (c) The report card shall include applicable indicators of
20parental involvement in each attendance center. The parental
21involvement component of the report card shall include the
22percentage of students whose parents or guardians have had one
23or more personal contacts with the students' teachers during
24the school year concerning the students' education, and such
25other information, commentary, and suggestions as the school
26district desires. For the purposes of this paragraph, "personal

1contact" includes, but is not limited to, parent-teacher
2conferences, parental visits to school, school visits to home,
3telephone conversations, and written correspondence. The
4parental involvement component shall not single out or identify
5individual students, parents, or guardians by name.
6    (d) The report card form shall be prepared by the State
7Board of Education and provided to school districts by the most
8efficient, economic, and appropriate means.

11    Sec. 34-88. District and school report cards School
12reports. The board shall, in accordance with Section 10-17a of
13the School Code, annually present and disseminate the school
14district and school report cards prepared by the State
15Superintendent of Education. Each attendance center shall
16prepare a report card in accordance with the guidelines
17established in paragraphs (b) and (c) of subsection (3) of
18Section 10-17a which describes the performance of its schools
19and students. This report card shall be transmitted to the
20general superintendent who shall present report cards from each
21of the attendance centers within the district to the board.
22    The board shall make available to a newspaper of general
23circulation serving the district a report which provides
24information detailing the performance of the district.

1    Section 99. Effective date. This Act takes effect January
21, 2012.
