AMENDMENT TO HOUSE BILL 4076

2    AMENDMENT NO. ______. Amend House Bill 4076 as follows:
 
3on page 1, by replacing line 6 with "changing Sections 1-4,
42-4, and 2A-1 as follows:"; and
 
5on page 4, below line 21, by inserting the following:
 
6    "(225 ILCS 410/2-4)  (from Ch. 111, par. 1702-4)
7    (Section scheduled to be repealed on January 1, 2016)
8    Sec. 2-4. Licensure as a barber teacher; qualifications.
9    (1) A person is qualified to receive a license as a barber
10teacher if that person files an application on forms provided
11by the Department, pays the required fee, and:
12        a. Is at least 18 years of age;
13        b. Has graduated from high school or its equivalent;
14        c. Has a current license as a barber or cosmetologist;
15        d. Has graduated from a barber school approved by the

1    Department having either:
2            (1) completed a total of 500 hours in barber
3        teacher training extending over a period of not less
4        than 3 months nor more than 2 years and has had 3 years
5        of practical experience as a licensed barber; or
6            (2) completed a total of 1,000 hours of barber
7        teacher training extending over a period of not less
8        than 6 months nor more than 2 years; and
9        e. Has passed an examination authorized by the
10    Department to determine fitness to receive a license as a
11    barber teacher; and
12        f. Has met any other requirements set forth in this
13    Act.
14    An applicant who is issued a license as a Barber Teacher is
15not required to maintain a barber license in order to practice
16barbering as defined in this Act.
17    (2) A person is qualified to receive a license as a barber
18clinic teacher if he or she has applied in writing on forms
19provided by the Department, has paid the required fees, and:
20        (A) is at least 18 years of age;
21        (B) has graduated from high school or its equivalent;
22        (C) has a current license as a barber;
23        (D) has (i) completed a program of 250 hours of clinic
24    teacher training in a licensed school of barbering or (ii)
25    within 5 years preceding the required examination, has
26    obtained a minimum of 2 years of practical experience

1    working at least 30 full-time hours per week as a licensed
2    barber and has completed an instructor's institute of 20
3    hours, as prescribed by the Department, prior to submitting
4    an application for examination;
5        (E) has passed an examination authorized by the
6    Department to determine eligibility to receive a license as
7    a barber or cosmetology teacher ; and
8        (F) has met any other requirements of this Act.
9    The Department shall not issue any new barber clinic
10teacher licenses after January 1, 2009. Any person issued a
11license as a barber clinic teacher before January 1, 2009, may
12renew the license after that date under this Act and that
13person may continue to renew the license or have the license
14restored during his or her lifetime, subject only to the
15renewal or restoration requirements for the license under this
16Act; however, such licensee and license shall remain subject to
17the provisions of this Act, including, but not limited to,
18provisions concerning renewal, restoration, fees, continuing
19education, discipline, administration, and enforcement.
