HOUSE JOINT RESOLUTION

 
2    WHEREAS, The General Assembly passed House Bill 1216
3(Public Act 97-503) in 2011 creating the School District
4Realignment and Consolidation Commission, which is also
5referred to as the Classrooms First Commission; and
 
6    WHEREAS, The Commission was chaired by Lieutenant Governor
7Sheila Simon; and
 
8    WHEREAS, The Commission was required by law to make
9recommendations to the Governor and the General Assembly on the
10number of school districts in this State, the optimal amount of
11enrollment for a school district, and where consolidation and
12realignment would be beneficial; and
 
13    WHEREAS, The Commission adopted 2 key goals during the
14course of its deliberations, improving educational opportunity
15and improving efficient use of educational resources; and
 
16    WHEREAS, The Commission reviewed current research,
17analyzed Illinois educational data, held 8 public hearings
18statewide, and garnered comments from more than 500 individuals
19representing 75 counties and a broad representation of
20stakeholders; and

1    WHEREAS, The Commission adopted and filed its final report
2with the Governor and General Assembly on June 29, 2012, with
3the report containing 23 recommendations focusing on
4reorganization, educational shared services, operational
5shared services, and in-district efficiency; and
 
6    WHEREAS, The General Assembly was not in session on the day
7that the Commission's report was filed; and
 
8    WHEREAS, The General Assembly must vote on whether to
9accept the Commission's report by the adoption of a resolution
10by a record vote of a majority of the members elected in each
11house; and
 
12    WHEREAS, The General Assembly must vote on whether to
13accept the report within 14 days after the General Assembly
14convenes for the first time after the report was filed; and
 
15    WHEREAS, Legislation may be introduced at a later time to
16authorize specific recommendations in the report; therefore,
17be it
 
18    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
20SENATE CONCURRING HEREIN, that the General Assembly accepts the
21School District Realignment and Consolidation Commission's
