HOUSE RESOLUTION

 
2    WHEREAS, The Illinois House of Representatives has
3established prudent fiscal parameters for the State budget with
4House Resolution 110, which required the House Revenue &
5Finance Committee to set the total amount of general fund
6expenses for Fiscal Year 2012, and House Resolution 158, which
7required that any amount of additional State revenue be used to
8pay the backlog of unpaid State obligations rather than being
9spent on more State services; and
 
10    WHEREAS, The Illinois House and the Illinois Senate passed
11several State budget bills that held spending under the House
12Revenue & Finance Committee's State revenue estimate; and
 
13    WHEREAS, The Illinois House of Representatives passed the
14two fiscally responsible resolutions by a vote of 112-0-0 for
15House Resolution 110 and 114-0-2 for House Resolution 158,
16respectively; and
 
17    WHEREAS, The State of Illinois would have paid employees
18represented by the American Federation of State, County, and
19Municipal Employees (AFSCME) an estimated $2,762,956,700 in
20all funds for payroll costs before the House of Representatives
21and the Senate reduced the budget for Fiscal Year 2012; and

1    WHEREAS, The Cost of Living Allowance (COLA) for employees
2represented by the American Federation of State, County, and
3Municipal Employees (AFSCME) has averaged an increase of 4.25%
4over the past 5 fiscal years; and
 
5    WHEREAS, The Consumer Price Index has averaged an increase
6of 1.95% from the years 2007 to 2010; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9the State shall appropriate for no more than an X% increase for
10wage increases and for any benefit increases associated with
11any and all collectively bargained contracts throughout State
12government; and be it further
 
13    RESOLVED, That it shall be the policy of the State of
14Illinois that the size of, or a reduction in, the State
15employee workforce shall not be a topic of collective
16bargaining.
