AMENDMENT TO SENATE BILL 3803

2    AMENDMENT NO. ______. Amend Senate Bill 3803 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5College Completion Report Card Act.
 
6    Section 5. College completion report card.
7    (a) Within 3 months after the effective date of this Act,
8the Illinois P-20 Council shall collaborate with the Board of
9Higher Education, the Illinois Community College Board, and the
10Federation of Independent Illinois Colleges and Universities
11to convene a committee headed by the chairperson of the
12Illinois P-20 Council's Joint Educational Leadership Committee
13or his or her designee. The purpose of the committee shall be
14to advise the Illinois P-20 Council on the development of a
15template for a college completion report card. The chairperson
16of the Joint Educational Leadership Committee or his or her

1designee shall be responsible for selecting members of the
2committee. The template for the report card shall be completed
3on or before January 1, 2014. After development, the Board of
4Higher Education and the Illinois Community College Board shall
5collaborate to collect data annually for submission to the
6State longitudinal data system and publicly report college
7completion metrics, as well as report to and advise the
8Illinois P-20 Council on progress.
9    The report card must be (i) clearly linked to performance
10funding metrics and the goals of the Public Agenda and (ii)
11simple to read and clearly indicative of minority and
12low-income student access, student progress, and progress
13towards increasing college completion. The report card
14template may include, but need not be limited to, the
15following:
16        (1) student and institutional demographics, including
17    gender, age, race, full or part-time status, average class
18    size, and number of students in developmental education,
19    career and technical education, and undergraduate and
20    graduate programs;
21        (2) tuition and fees, as well as average cost after
22    financial aid and average educational loan burden;
23        (3) the results of each postsecondary educational
24    institution's performance funding metrics from the
25    previous year or equivalent metrics for private
26    educational institutions;

1        (4) leading indicators or momentum points, which,
2    based on existing research studies, can be reasonably
3    considered predictors of student certificate or degree
4    completion, such as the following:
5            (A) term to term persistence;
6            (B) course success rate;
7            (C) percentage of students who complete required
8        developmental coursework in their first year of study;
9            (D) percentage of students who complete required
10        developmental coursework in their second year of
11        study;
12            (E) number of credit hours completed in their first
13        and second years; and
14            (F) students who passed gatekeeper English or
15        mathematics courses by their year of study; and
16        (5) other measures of student success, which shall be
17    identified by the committee, such as licensure rates in
18    relevant programs, transfer with or without a degree, and
19    the number of students who successfully transition into
20    college coursework from adult education programs.
21    The committee shall take into account existing data
22initiatives and sources, including without limitation the
23longitudinal data system, in order to minimize unnecessary
24additional data collection or reporting and to make sure of
25existing common data definitions. Where possible, the data
26shall be collected from the colleges and universities in such a

1way that allows the metrics to be disaggregated by age, gender,
2income, and race and ethnicity. It shall be the responsibility
3of the governing body of the longitudinal data system to
4identify which data is immediately available and make
5recommendations for which measures may reasonably be included
6in the report cards and for future collection of the most
7useful data that is not currently available.
8    (b) On or before September 30, 2014 and on or before
9September 30 of each year thereafter, the Board of Higher
10Education and the Illinois Community College Board shall
11prepare a State report card and completion report cards for
12each institution that enrolls one or more students who receive
13Monetary Award Program grants under Section 35 of the Higher
14Education Student Assistance Act and other institutions at the
15discretion of the Board of Higher Education. On or before
16November 30 of each year, report cards must be made easily
17accessible from each institution's Internet website, if any,
18and annually updated versions must be made available via the
19Illinois Student Assistance Commission's Internet website.
20Annually updated community college report cards must be easily
21accessible through the Illinois Community College Board's and
22Board of Higher Education's Internet websites. Updated report
23cards for 4-year colleges and universities under the authority
24of the Board of Higher Education must be easily accessible
25through the Board of Higher Education's Internet website.
26Updated report cards must be provided to all potential students

1when they apply, either electronically or in printed form.
2    (c) The committee shall provide to the Illinois P-20
3Council recommendations for more detailed data dashboards,
4which shall be publicly available and may be used by public
5college, university, and agency leaders to identify solutions
6to improving certificate or degree completion. These
7dashboards may include additional data to help institutions and
8policymakers develop effective policies to improve completion,
9such as, but not limited to, performance funding measures,
10average time and credits to obtain a degree, average number of
11developmental courses taken, completion rates of students by
12courses taken, majors, certificates, and degrees. Where
13possible and useful, data shall also be disaggregated by race,
14ethnicity, age, gender, part-time or full-time attendance, and
15income. It shall be the responsibility of the governing body of
16the longitudinal data system to identify which data is
17immediately available and make recommendations for future
18collection of the most useful data that is not currently
19available. The Board of Higher Education and the Illinois
20Community College Board may require institutions to implement
21additional data collection, if necessary and useful and by the
22most economic means, to better understand barriers to
23certificate or degree completion. The Board of Higher Education
24and the Illinois Community College Board shall provide such
25data as is required to populate the dashboards to the
26longitudinal data system and shall make the dashboards easily

1accessible through the Board of Higher Education's and the
2Illinois Community College Board's Internet websites.
 
3    Section 10. Redesigning the report card. It shall be the
4duty of the Illinois P-20 Council, in collaboration with the
5governing body of the State longitudinal data system, to
6periodically review the report card and dashboard measures and
7format under Section 5 of this Act and reconvene the committee
8established under Section 5 of this Act, if necessary, in order
9to recommend such changes as may be necessary to ensure the
10usefulness of both.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.".
