SYNOPSIS AS INTRODUCED:

    Amends the State Finance Act. Creates the Committed to a Cure Fund. Amends the Illinois Vehicle Code. Provides for the issuance of The H Foundation - Committed to a Cure for Cancer plates. Sets the cost of issuance at $40, $25 of which will go to the Committed to a Cure Fund and $15 of which will go to the Secretary of State Special License Plate Fund, and $27 for renewal, $25 of which will go to the Committed to a Cure Fund and $2 of which will go to the Secretary of State Special License Plate Fund. Provides that money in the Committed to a Cure Fund shall be distributed, subject to appropriation by the General Assembly, to the Robert H. Lurie Comprehensive Cancer Center of Northwestern University for scientific research related to cancer.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.826 as follows:
 
6    (30 ILCS 105/5.826 new)
7    Sec. 5.826. The Committed to a Cure Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699 as follows:

11    Sec. 3-699. The H Foundation - Committed to a Cure for
12Cancer plates
13    (a) The Secretary, upon receipt of all applicable fees and
14applications made in the form prescribed by the Secretary, may
15issue special registration plates designated as The H
16Foundation - Committed to a Cure for Cancer license plates. The
17special plates issued under this Section shall be affixed only
18to passenger vehicles of the first division or motor vehicles
19of the second division weighing not more than 8,000 pounds.
20Plates issued under this Section shall expire according to the
21multi-year procedure established by Section 3-414.1 of this

1Code.
2    (b) The design and color of the special plates shall be
3wholly within the discretion of the Secretary. Appropriate
4documentation, as determined by the Secretary, shall accompany
5each application.
6    (c) An applicant for the special plate shall be charged a
7$40 fee for original issuance in addition to the appropriate
8registration fee. Of this fee, $25 shall be deposited into the
9Committed to a Cure Fund and $15 shall be deposited into the
10Secretary of State Special License Plate Fund, to be used by
11the Secretary to help defray the administrative processing
12costs. For each registration renewal period, a $27 fee, in
13addition to the appropriate registration fee, shall be charged.
14Of this fee, $25 shall be deposited into the Committed to a
15Cure Fund and $2 shall be deposited into the Secretary of State
16Special License Plate Fund.
17    (d) The Committed to a Cure Fund is created as a special
18fund in the State treasury. All money in the Committed to a
19Cure Fund shall be paid, subject to appropriation by the
20General Assembly and distribution by the Secretary, as grants
21to the Robert H. Lurie Comprehensive Cancer Center of
22Northwestern University for the purpose of funding scientific
23research on cancer.
