AMENDMENT TO HOUSE BILL 3036

2    AMENDMENT NO. ______. Amend House Bill 3036 as follows:
 
3on page 1, in line 5, by replacing "Section 30" with "Sections
430 and 75"; and
 
5on page 3, immediately below 1, by inserting the following:
 
6    "Section 5. The Nuclear Safety Law of 2004 is amended by
7changing Section 75 as follows:
 
8    (20 ILCS 3310/75)
9    Sec. 75. State nuclear power policy. The Illinois Emergency
10Management Agency, in cooperation with the Department of
11Natural Resources, shall study (i) the impact and cost of
12nuclear power and compare these to the impact and cost of
13alternative sources of energy, (ii) the potential effects on
14the public health and safety of all radioactive emissions from

1nuclear power plants, and (ii) (iii) all other factors that
2bear on the use of nuclear power or on nuclear safety. The
3Illinois Emergency Management Agency shall formulate a general
4nuclear policy for the State based on the findings of the
5study. The policy shall include but not be limited to the
6feasibility of continued use of nuclear power, effects of the
7use of nuclear power on the public health and safety, minimum
8acceptable standards for the location of any future nuclear
9power plants, and rules and regulations for the reporting by
10public utilities of radioactive emissions from power plants.
11The Illinois Emergency Management Agency shall establish a
12reliable system for communication between the public and the
13Illinois Emergency Management Agency and for dissemination of
14information by the Illinois Emergency Management Agency. The
15Illinois Emergency Management Agency shall publicize the
16findings of all studies and make the publications reasonably
17available to the public.
