Amends the Criminal Code of 2012. Creates the offense of unlawful use of a three-dimensional printer to create a firearm. Provides that a person commits the offense when he or she uses a three-dimensional printer to create a firearm, or any
piece or part of a firearm, unless the person possesses a license to manufacture firearms
under the federal Gun Control Act of 1968. Provides that a violation is a Class A misdemeanor.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 5. The Criminal Code of 2012 is amended by adding |
5 | | Section 24-2.3 as follows: |
6 | | (720 ILCS 5/24-2.3 new) |
7 | | Sec. 24-2.3. Unlawful use of a three-dimensional printer to |
8 | | create a firearm. |
9 | | (a) As used in this Section, "three-dimensional printer" |
10 | | means a computer-driven machine capable of producing
a |
11 | | three-dimensional object from a digital model. |
12 | | (b) A person commits unlawful use of a three-dimensional |
13 | | printer to create a firearm when he or she uses a |
14 | | three-dimensional printer to create a firearm, or any
piece or |
15 | | part of a firearm, unless the person possesses a license to |
16 | | manufacture firearms
under subsection (a) of Section 923 of the |
17 | | federal Gun Control Act of 1968 (18 U.S.C. 923(a)). |
18 | | (c) Sentence. Unlawful use of a three-dimensional printer |
19 | | to create a firearm is a Class A misdemeanor. |
