AMENDMENT TO HOUSE BILL 4849

2    AMENDMENT NO. ______. Amend House Bill 4849 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Firearm Owners Identification Card Act is
5amended by changing Section 3a as follows:
 
6    (430 ILCS 65/3a)  (from Ch. 38, par. 83-3a)
7    Sec. 3a. (a) Any resident of Illinois who has obtained a
8firearm owner's identification card pursuant to this Act and
9who is not otherwise prohibited from obtaining, possessing or
10using a firearm may purchase or obtain a rifle or shotgun or
11ammunition for a rifle or shotgun in Iowa, Missouri, Indiana,
12Wisconsin or Kentucky.
13    (b) Any resident of Iowa, Missouri, Indiana, Wisconsin or
14Kentucky or a non-resident with a valid non-resident hunting
15license, who is 18 years of age or older and who is not
16prohibited by the laws of Illinois, the state of his domicile,

1or the United States from obtaining, possessing or using a
2firearm, may purchase or obtain a rifle, shotgun or ammunition
3for a rifle or shotgun in Illinois.
4    (b-5) Any non-resident who is participating in a sanctioned
5competitive shooting event, who is 18 years of age or older and
6who is not prohibited by the laws of Illinois, the state of his
7or her domicile, or the United States from obtaining,
8possessing, or using a firearm, may purchase or obtain a
9shotgun or shotgun ammunition in Illinois for the purpose of
10participating in that event. A person may purchase or obtain a
11shotgun or shotgun ammunition under this subsection only at the
12site where the sanctioned competitive shooting event is being
13held.
14    (b-10) Any non-resident who is an active duty member of the
15United States Armed Forces in possession of valid military
16identification, and who is not prohibited by the laws of
17Illinois, the state of his or her domicile, or the United
18States from obtaining, possessing, or using a firearm, may
19purchase or obtain a firearm or firearm ammunition in Illinois.
20    (c) Any transaction under this Section is subject to the
21provisions of the Gun Control Act of 1968 (18 U.S.C. 922
22(b)(3)).
