AMENDMENT TO HOUSE BILL 5742

2    AMENDMENT NO. ______. Amend House Bill 5742 as follows:
 
3on page 2, by replacing lines 12 through 14 with the following:
 
4    ""Emergent Stroke Ready Hospital" means a hospital that has
5been designated by the Department as meeting the criteria for
6providing emergent stroke care."; and
 
7on page 7, line 8, immediately after "certified", by replacing
8"and are" with "by a nationally-recognized certifying body";
9and
 
10on page 9, line 9, by replacing "The" with "Beginning on the
11first day of the month that begins 12 months after the adoption
12of rules authorized by this subsection, the The"; and
 
13on page 9, line 14, immediately after the period, by inserting

1"For any hospital that is designated as an Emergent Stroke
2Ready Hospital at the time that the Department begins the
3designation of Acute Stroke-Ready Hospitals, the Emergent
4Stroke Ready designation shall remain intact for the duration
5of the 12-month period until that designation expires. Until
6the Department begins the designation of hospitals as Acute
7Stroke-Ready Hospitals, hospitals may achieve Emergent Stroke
8Ready Hospital designation utilizing the processes and
9criteria provided in Public Act 96-514."; and
 
10on page 10, lines 20 and 21, by replacing "Request for
11Department Acute Stroke-Ready Designation Form" with
12"Application for Stroke Center Designation form"; and
 
13on page 12, lines 1 through 4, by replacing "director of stroke
14care, which may be a clinical member of the hospital staff or
15the designee of the hospital administrator, to oversee the
16hospital's stroke care policies and procedures" with "Clinical
17Director of Stroke Care who shall be a clinical member of the
18hospital staff with training or experience, as defined by the
19facility, in the care of patients with cerebrovascular disease.
20This training or experience may include, but is not limited to,
21completion of a fellowship or other specialized training in the
22area of cerebrovascular disease, attendance at national
23courses, or prior experience in neuroscience intensive care
24units. The Clinical Director of Stroke Care may be a

1neurologist, neurosurgeon, emergency medicine physician,
2internist, radiologist, advanced practice nurse, or
3physician's assistant director of stroke care, which may be a
4clinical member of the hospital staff or the designee of the
5hospital administrator, to oversee the hospital's stroke care
6policies and procedures"; and
 
7on page 12, lines 5 and 6, by replacing "staff an acute stroke
8team in accordance with national guidelines" with "provide
9rapid access to an acute stroke team, as defined by the
10facility, that considers and reflects nationally-recognized,
11evidenced-based protocols or guidelines"; and
 
12on page 12, lines 19 through 22, by replacing "stroke unit or
13transfer stroke patients to an Acute Stroke-Ready Hospital,
14Primary Stroke Center, or Comprehensive Stroke Center with a
15stroke unit available" with "unit that can provide appropriate
16care that considers and reflects nationally-recognized,
17evidence-based protocols or guidelines or transfer stroke
18patients to an Acute Stroke-Ready Hospital, Primary Stroke
19Center, or Comprehensive Stroke Center, or another facility
20that can provide the appropriate care that considers and
21reflects nationally-recognized, evidence-based protocols or
22guidelines"; and
