HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate the University of
4Illinois Extension-Cook County on the occasion of the 100th
5anniversary of its founding; and
 
6    WHEREAS, The Smith-Lever Act of 1914 codified into federal
7law, and provided funding outreach endeavors at the Land-Grant
8Universities founded by the Morrill Act of 1862; the
9appropriation for Cooperative Extension as established by
10Smith-Lever was unique in that it set up a shared partnership
11among federal, state, and county levels of government; a
12formula funding mechanism was designed to insure that there was
13support from each of the levels to help the fledgling system
14achieve stability and leverage resources; and
 
15    WHEREAS, The original formula called for federal funding to
16be divided in the following manner: 20% shared by all states in
17equal proportions, 40% shared in the proportion that the rural
18population of each bears to the total rural population of the
19several states as determined by the census, and 40% shared in
20the proportion that the farm population of each bears to the
21total farm population of the several states as determined by
22the census; and

1    WHEREAS, The original formula called for federal funding to
2be divided in a manner based on the agrarian society; in the
31980s, the University of Illinois Extension-Cook County
4responded to societal problems which included urban issues; the
5Extension's funds were comprised of 47% State funds, 32%
6federal funds, and 18% local funds; and
 
7    WHEREAS, The University of Illinois Extension-Cook County
8continues to provide residents with programs to address urban
9issues, and in the 1990s, the expansion of urban areas
10increased; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
12NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13we recognize the continued work the University of Illinois
14Extension-Cook County does to address the educational programs
15for the residents of Cook County, congratulate it on its 100th
16anniversary, and declare May 2014 as a month of celebration;
17and be it further
 
18    RESOLVED, That a suitable copy of this resolution be
19presented to the University of Illinois Extension-Cook County
20as a symbol of our respect and esteem.
