HOUSE RESOLUTION

 
2    WHEREAS, On February 25, 2014, the members of the Illinois
3House of Representatives passed House Joint Resolution 80 which
4estimated FY'15 revenues at $34,495,000,000 with bipartisan
5support, receiving 112 votes in the affirmative and 0 against;
6and
 
7    WHEREAS, On May 27, 2014, House Joint Resolution 100 was
8introduced which estimated $35,352,000,000 in revenue for
9FY'15 even though no changes to the tax structure have been
10made by either chamber; and
 
11    WHEREAS, The new revenue estimate which the current
12spending plan passed by the Illinois House of Representatives
13is based relies heavily on the borrowing for other State funds
14that have a dedicated purpose, an estimated $650,000,000 in
15total; therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18funds including but not limited to the After School Rescue
19Fund, Alzheimer's Disease Research Fund, American Red Cross
20Fund, Amusement Ride and Patron Safety Fund, Anti-Pollution
21Fund, Anna Veterans Home Fund, African-American HIV/AIDS
22Response Fund, Assistance to the Homeless Fund, Autism

1Awareness Fund, Child Abuse Prevention Fund, Childhood Cancer
2Research Fund, Council on Developmental Disabilities Fund,
3Disabled Veterans Property Tax Relief Fund, Domestic Violence
4Shelter and Service Fund, Penny Severns Breast, Cervical and
5Ovarian Cancer Research Fund, Alzheimer's Disease Research
6Fund, Hunger Relief Fund, Diabetes Research Fund, Autism
7Research Fund, Epilepsy Disease Assistance Fund, Military
8Family Relief Fund, Prostate Cancer Research Fund, Fire
9Prevention Fund, Hunger Relief Fund, Illinois Clean Water Fund,
10Illinois Police Association Fund, Illinois Veterans Homes
11Fund, Illinois Veterans Assistance Funds, Manteno Veterans
12Home Fund, Mammogram Fund, Multiple Sclerosis Research Fund,
13Ovarian Cancer Awareness Fund, Quincy Veterans Home Fund,
14Radiation Protection Fund, September 11th Fund, Support Our
15Troops Fund, and Violent Crime Victims Assistance Fund are too
16important to the general wellbeing of citizens of Illinois to
17be swept for budgetary relief and that no member of the General
18Assembly supports taking money from these funds for budgetary
19relief; and be it further
 
20    RESOLVED, That a suitable copy of this resolution be
21delivered to Governor Patrick Quinn, President of the Senate
22John Cullerton, and Speaker of the House Michael Madigan.
