HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to recognize Douglas L. Whitley and thank
4him for his many years of service; and
 
5    WHEREAS, As President and CEO of the Illinois Chamber of
6Commerce, Douglas Whitley leads the Chamber's charge to
7aggressively promote the interests of Illinois business; he has
8been a registered Illinois lobbyist for more than 30 years and
9has a long record of business leadership and expertise in
10taxation and regulation, which he has earned in a career
11spanning the public and private sectors; and
 
12    WHEREAS, Throughout his career, Douglas Whitley has held
13leadership positions with numerous business and civic
14organizations; he co-founded and co-chairs the Transportation
15for Illinois Coalition and currently serves on the Board of
16Directors for the Illinois Technology Partnership and on the
17Steering Committee for the Illinois Business Immigration
18Coalition; his other leadership positions have included the
19Illinois Business Roundtable, the Chicagoland Chamber of
20Commerce, the Economic Club of Chicago, and Chicago's Work
21Force Development Board; he has served on numerous commissions
22and advisory boards including Governor Quinn's Economic
23Recovery Commission, the Advisory Board to the Illinois

1Department of Employment Security, and the Illinois Workforce
2Investment Board of the Illinois Department of Commerce and
3Economic Opportunity; and
 
4    WHEREAS, Before joining the Illinois Chamber of Commerce,
5Douglas Whitley was President of Ameritech Illinois; he served
62 years as Director of the Illinois Department of Revenue
7during the administration of Governor Jim Edgar and, prior to
8that, he was president of the Taxpayers' Federation of Illinois
9for 14 years; in earlier years, he was a legislative staff
10member in the Illinois House of Representatives; and
 
11    WHEREAS, A lifelong Illinois resident, Douglas Whitley
12spent his youth in Atwood, a small, central Illinois farming
13community of 1,200, where he achieved the rank of Eagle Scout;
14he earned his bachelor's degree in government and history from
15Southern Illinois University and was granted an honorary
16doctorate degree from Western Illinois University; he and his
17wife, Joanne, live in Kane County and they have 3 children;
18therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21we recognize Douglas Whitley, thank him for his many years of
22service, and wish him the best in all his future endeavors; and
23be it further
