1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Municipal Code is amended by
5changing Section 11-110-1 as follows:
 
6    (65 ILCS 5/11-110-1)  (from Ch. 24, par. 11-110-1)
7    Sec. 11-110-1. The corporate authorities of cities and
8villages for drainage purposes may lay out, establish,
9construct, and maintain drains, storm sewers, detention
10basins, retention basins and other "green infrastructure"
11facilities, such as green roofs, rain gardens, bioswales, tree
12boxes, porous pavement, porous pipe systems, native plantings,
13constructed wetlands, and cisterns, ditches, levees, dykes,
14pumping works, and machinery, and may acquire the necessary
15land and machinery therefor, and in this manner may provide for
16draining or otherwise managing the runoff, such as by
17infiltration, evapotranspiration, or collection, on any
18portion of the land within their corporate limits, by special
19assessment upon the property benefited thereby, or by general
20taxation, or a combination both. No lot, block, tract, or
21parcel of land, however, shall be assessed more than once in
22any one year by a municipality for maintenance.
