Amends the Firearm Concealed Carry Act. Provides that the regulation, licensing, possession, registration, and transportation of accessories, components, attachments, or parts for handguns by licensees are exclusive powers and functions of the State. Provides that ordinances enacted that impose regulations or restrictions on accessories, components, attachments, or parts for handguns in a manner inconsistent with the Act shall be invalid in its application to licensees under the Act. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 5. The Firearm Concealed Carry Act is amended by |
5 | | changing Section 90 as follows: |
6 | | (430 ILCS 66/90)

7 | | Sec. 90. Preemption. The regulation, licensing, |
8 | | possession, registration, and transportation of handguns , and |
9 | | ammunition , accessories, components, attachments, or parts for |
10 | | handguns by licensees are exclusive powers and functions of the |
11 | | State. Any ordinance or regulation, or portion thereof, enacted |
12 | | on or before the effective date of this Act that purports to |
13 | | impose regulations or restrictions on licensees or handguns , |
14 | | and ammunition , accessories, components, attachments, or parts |
15 | | for handguns in a manner inconsistent with this Act shall be |
16 | | invalid in its application to licensees under this Act on the |
17 | | effective date of this Act. This Section is a denial and |
18 | | limitation of home rule powers and functions under subsection |
19 | | (h) of Section 6 of Article VII of the Illinois Constitution.
