SENATE JOINT RESOLUTION

 
2    WHEREAS, Emergency responders are constantly placed in
3danger while performing their duties, both from the dangerous
4conditions of their work and the hazardous locations where
5incidents occur; and
 
6    WHEREAS, On March 5, 2013, Hudson Community Fire Protection
7District volunteer firefighter Chris Brown was struck and
8killed by a motorist while working at the scene of a motor
9vehicle collision; and
 
10    WHEREAS, On October 30, 2013, Pontiac Police Department K9
11Officer Casey Kohlmeier was struck and killed by a drunk driver
12while performing his duties on Interstate 55; and
 
13    WHEREAS, Many other emergency responders have been killed,
14injured, or placed in needless danger by similar incidents; and
 
15    WHEREAS, More comprehensive solutions are required to
16ensure that emergency responders are able to safely perform the
17vital duties they carry out for the citizens of our State;
18therefore, be it
 
19    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
20ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES

1CONCURRING HEREIN, that there is created the Emergency
2Responder Roadway Safety Task Force to identify and recommend
3ways that the State of Illinois can increase the safety of
4emergency responders while they perform their duties; and be it
5further
 
6    RESOLVED, That the Task Force shall consist of the
7following members: one member appointed by the Speaker of the
8House of Representatives; one member appointed by the Minority
9Leader of the House of Representatives; one member appointed by
10the President of the Senate; one member appointed by the
11Minority Leader of the Senate; 2 members appointed by the
12Secretary of the Illinois Department of Transportation, one of
13which must be currently employed as a highway maintainer with
14the Illinois Department of Transportation; one member
15appointed by the Director of the Illinois State Police; one
16police officer from a county with a population of less than
1760,000 citizens appointed by the Director of the Illinois
18Emergency Management Agency; one police officer from a county
19with a population between 60,000 and 1,000,000 citizens
20appointed by the Director of the Illinois Emergency Management
21Agency; one police officer from a county with a population of
22more than 1,000,000 citizens appointed by the Director of the
23Illinois Emergency Management Agency; one firefighter from a
24county with a population of less than 60,000 citizens appointed
25by the Director of the Illinois Emergency Management Agency;

1one firefighter from a county with a population between 60,000
2and 1,000,000 citizens appointed by the Director of the
3Illinois Emergency Management Agency; one firefighter from a
4county with a population of more than 1,000,000 citizens
5appointed by the Director of the Illinois Emergency Management
6Agency; one emergency medical services personnel from a county
7with a population of less than 60,000 citizens appointed by the
8Director of the Illinois Emergency Management Agency; one
9emergency medical services personnel from a county with a
10population between 60,000 and 1,000,000 citizens appointed by
11the Director of the Illinois Emergency Management Agency; and
12one emergency medical services personnel from a county with a
13population of more than 1,000,000 citizens appointed by the
14Director of the Illinois Emergency Management Agency; the
15members of the Task Force shall select a chairperson at the
16initial meeting; and be it further
 
17    RESOLVED, That the Illinois Emergency Management Agency
18shall provide administrative and other support to the Task
19Force; and be it further
 
20    RESOLVED, That the members of the Task Force shall serve
21without compensation; and be it further
 
22    RESOLVED, That the Task Force shall submit a report of its
23findings and recommendations to the General Assembly no later
