AMENDMENT TO HOUSE BILL 5729

2    AMENDMENT NO. ______. Amend House Bill 5729 as follows:
 
3on page 12, line 26, by replacing "The" with "Subject to
4subsection (g) of this Section, the"; and
 
5on page 15, line 8, after "requirements,", by inserting
6"teacher tenure or seniority, teacher or principal
7evaluations,"; and
 
8on page 15, line 11, after "learners.", by inserting "Any
9waiver or modification of teacher educator licensure
10requirements to permit instruction by non-educators or
11educators without an appropriate license must ensure that an
12appropriately licensed teacher and the provider of instruction
13partner in order to verify the method for assessing competency
14of mastery and verify whether a student has demonstrated
15mastery."; and

1on page 16, immediately below line 18, by inserting the
2following:
3    "(g) For purposes of this subsection (g), "annual cohort"
4means the group of school districts selected by the State
5Superintendent of Education to participate in the pilot program
6during an annual application and selection process. The State
7Superintendent of Education shall limit each annual cohort of
8the pilot program as follows: the first 2 annual cohorts shall
9be limited to no more than 12 school districts, and any
10subsequent annual cohort shall be limited to no more than 15
11school districts. A school district may submit only one
12application for each annual cohort of the pilot program. The
13application of a school district having a population exceeding
14500,000 inhabitants may not include more than 6 schools. The
15expansion of a school district's competency-based learning
16system to a new school or new subject area identified in
17Section 27-22 of the School Code shall require a new
18application by the school district.".
