Creates the Gun Buyback Program Act. Provides that the Department of State Police and the State's Attorneys of this State shall establish a gun trade-in program in which events are held in each county of this State, once per year in each county, to buy back from any person a firearm, gun, rifle, shotgun, or other similar weapon for a nominal fee. The Department of State Police and representatives of the State's Attorney who are present at a Gun Buyback Program event shall not question any person regarding the documentation of the firearm, gun, rifle, shotgun, or other similar weapon presented, such as if the person has a valid firearm owner's identification card or concealed carry license, or request proper registration for the firearm, gun, rifle, shotgun, or other similar weapon. Amends the State Finance Act to create the Gun Buyback Fund as a special fund in the State treasury.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 1. Short title. This Act may be cited as the Gun |
5 | | Buyback Program Act. |
6 | | Section 5. Gun Buyback Program. An authorized gun trade-in |
7 | | program shall be established by the Department of State Police |
8 | | and the State's Attorneys of this State. The Gun Buyback |
9 | | Program shall hold events in each county of this State, at |
10 | | least once a year, to buy back any firearm, gun, rifle, |
11 | | shotgun, or other similar weapon from any person. The |
12 | | Department of State Police and representatives of the State's |
13 | | Attorney who are present at a Gun Buyback Program event shall |
14 | | not question any person regarding the documentation of the |
15 | | firearm, gun, rifle, shotgun, or other similar weapon |
16 | | presented, such as if the person has a valid firearm owner's |
17 | | identification card or concealed carry license, or request |
18 | | proper registration for the firearm, gun, rifle, shotgun, or |
19 | | other similar weapon. The Department of State Police and the |
20 | | State's Attorney representatives shall collect any firearm, |
