SYNOPSIS AS INTRODUCED:
 
105 ILCS 302/30

    Amends the College and Career Success for All Students Act. Provides that scores of 4 or higher on International Baccalaureate Diploma Programme examinations shall be accepted for credit to satisfy degree requirements by all public institutions of higher education. Provides that each institution shall determine for each International Baccalaureate test whether credit will be granted for electives, general education requirements, or major requirements and the International Baccalaureate scores required to grant credit for those purposes. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The College and Career Success for All Students
5Act is amended by changing Section 30 as follows:
 
6    (105 ILCS 302/30)
7    Sec. 30. Examination; postsecondary-level course credit.
8    (a) In this Section, "institution of higher education"
9means a public university or public community college located
10in this State.
11    (b) Beginning with the 2016-2017 academic year, scores of
123, 4, and 5 on the College Board Advanced Placement
13examinations and scores of 4 or higher on International
14Baccalaureate Diploma Programme examinations shall be accepted
15for credit to satisfy degree requirements by all institutions
16of higher education. Each institution of higher education shall
17determine for each Advanced Placement and International
18Baccalaureate test whether credit will be granted for
19electives, general education requirements, or major
20requirements and the Advanced Placement and International
21Baccalaureate scores required to grant credit for those
22purposes.
23    (c) By the conclusion of the 2019-2020 academic year, the

1Board of Higher Education, in cooperation with the Illinois
2Community College Board, shall analyze the Advanced Placement
3examination score course granting policy of each institution of
4higher education and the research used by each institution in
5determining the level of credit and the number of credits
6provided for the Advanced Placement scores in accordance with
7the requirements of this Section and file a report that
8includes findings and recommendations to the General Assembly
9and the Governor. Each institution of higher education shall
10provide the Board of Higher Education and the Illinois
11Community College Board with all necessary data, in accordance
12with the federal Family Educational Rights and Privacy Act of
131974, to conduct the analysis.
14    (d) Each institution of higher education shall publish its
15updated Advanced Placement examination score course granting
16policy in accordance with the requirements of this Section on
17its Internet website before the beginning of the 2016-2017
18academic year.
