1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The College and Career Success for All Students
5Act is amended by changing Section 30 as follows:
 
6    (105 ILCS 302/30)
7    Sec. 30. Postsecondary-level Examination;
8postsecondary-level course credit.
9    (a) In this Section: , "institution
10    "Institution of higher education" means a public
11university or public community college located in this State.
12    "International Baccalaureate Diploma Programme subject"
13means an International Baccalaureate course taken by either
14International Baccalaureate diploma candidates or by
15International Baccalaureate course candidates.
16    "Subject score" means the total points awarded to a
17candidate for an International Baccalaureate course based on
18fulfillment of all subject requirements, including the
19end-of-course examination.
20    (b) Beginning with the 2016-2017 academic year, scores of
213, 4, and 5 on the College Board Advanced Placement
22examinations and, beginning with the 2017-2018 academic year,
23subject scores of 4 or higher for International Baccalaureate

1Diploma Programme subjects shall be accepted for credit to
2satisfy degree requirements by all institutions of higher
3education. Each institution of higher education shall
4determine for each Advanced Placement test and International
5Baccalaureate Diploma Programme subject whether credit will be
6granted for electives, general education requirements, or
7major requirements and the Advanced Placement and
8International Baccalaureate Diploma Programme subject scores
9required to grant credit for those purposes.
10    (c) By the conclusion of the 2020-2021 2019-2020 academic
11year, the Board of Higher Education, in cooperation with the
12Illinois Community College Board, shall analyze the Advanced
13Placement examination and International Baccalaureate Diploma
14Programme subject score course granting policy of each
15institution of higher education and the research used by each
16institution in determining the level of credit and the number
17of credits provided for the Advanced Placement and
18International Baccalaureate Diploma Programme subject scores
19in accordance with the requirements of this Section and file a
20report that includes findings and recommendations to the
21General Assembly and the Governor. Each institution of higher
22education shall provide the Board of Higher Education and the
23Illinois Community College Board with all necessary data, in
24accordance with the federal Family Educational Rights and
25Privacy Act of 1974, to conduct the analysis.
26    (d) Each institution of higher education shall publish its

1updated Advanced Placement examination and International
2Baccalaureate Diploma Programme subject score course granting
3policy in accordance with the requirements of this Section on
4its Internet website before the beginning of the 2017-2018
52016-2017 academic year.
